Will cab sub committee be able to make necessary 'amends'?

Jammu, May 8: Over a week on , the Cabinet Sub Committee on examining the drafts of new "Transfer Policy" particularly on aspects of dissent , has not convened its first meeting so far. With Congress not in mood to relent on certain clauses that will divest the major alliance from some 'vital decisions', the task of making any amends has become all the more crucial for the three member committee which has been asked to submit its report within one month.
Well placed sources said that in the wake of spontaneous reaction by Congress ministers on certain clauses of draft policy on transfers in the J&K state, even as the cabinet sub committee has been constituted with three senior ministers on board, the latter may not be able to make any big change in the clauses the Congress differed with. The draft, sources said has been prepared by Secretaries, including Chief Secretary of the state with views incorporated from some 'Advisors' before finalizing it. In the process of its formulation, while the Chief Minister Omar Abdullah was consulted by the draft makers but at no point of time any Congress minister was taken into confidence for giving his views or comments about the new clauses which are for sure going to make 'sweeping changes' from what the system of making transfers exists at present.
Sources further said while the three ministers- Ali Mohammad Sagar, Law and Parliamentary Minister, Agriculture Minister Ghulam Hassan Mir and PHE, Irrigation Minister Taj Mohi-u-din may find it easy to make some small amends related to tenure and postings issues as also the provisos related to decentralization of powers at the lower and middle rung tranfsers, something which is clearly defined and perhaps acceptable to Congress . But the most difficult task remains making changes in the "Hierarchy of powers" at the top level, which have been retained by Chief Minister himself . This is the main clause which some Congress ministers promptly objected to for apparent reasons.
The contention of the Congress has been that some proposed discretionary powers that have been shown as exclusively the right of the Chief Minister, should not be made so instead delegated to the entire cabinet, something which is already prevalent at present.
The cabinet sub committee, it has been learnt will convene its meeting any day following reopening of Durbar in the Summer Capital Srinagar on Monday, May 10. Though reopening of the Durbar in any capital state is always seen with convening of Cabinet meeting, most likely on the same day or a day later, the Cabinet Sub committee on transfer policy may also hold parallel meeting on the issue to hammer out ways that can satisfy the cabinet ministers of all allies, mainly Congress. The J&K PCC chief is also believed to spoken to Chief Minister about the issue and all options discussed to avoid any possible 'confrontation' between the two allies. Prof Soz, it is pertinent to mention here has already convinced his party ministers about the issue that matter would be sorted in an amicable way. But how this cabinet committee comes out with a report that will be now 'acceptable' to all, is quite an interesting thing to watch.
