| IDRB violates fundamental rights: Bhagat | | | EARLY TIMES REPORT JAMMU, May 11: Aarakashan Bachao Manch Jammu and Kashmir today appealed the Governor N N Vohra to make certain amendment in Inter-District Recruitment Bill to exempt all reserved categories out of the preview of the ban. Talking to media persons, Aarakshan Bachao Manch spokesperson Bali Bhagat said, "The bill banning IDR violates certain provisions of fundamental rights guaranteed to citizens of J&K both by Indian constitution and as well as the state constitution'. He said, "Since the Governor has not consented Inter District Recruitment Bill, we appeal him to use section 78 of state constitution to withhold and return the bill to state legislative assembly for reconsideration". ABM appealed the Governor to recommend amendments for keeping all reserved categories out of the purview of the ban and sent back to seek consideration of the same by the legislature'. He however hailed the legislation of recent amended Bill banning inter district recruitments in the State Legislative Assembly by the state Govt and passed in the two Houses of the legislature with due consideration to keep the position of the SC community status quo in respect of their share of 8% intact throughout the state as per their constitutional rights. Bhagat demanded for constitution of an autonomous commission for the reserved categories headed by a retired judge belonging to reserved category for enforcing and reviewing implementation of reservation rules.
