| BJP demands strengthening of VDCs, SPOs | | |
EARLY TIMES REPORT JAMMU, May 13: The state unit of Bharatiya Janata Party (BJP) today demanded strengthening of the system of Village Defence Committees (VDCs) and Special Police Officers (SPOs) as a second line of defence to fight militancy in far-flung and hilly areas of the state. "Since the creation of VDCs and appointment of the SPOs in the State, it has given enormous support to police and security forces in containing militancy in far-off and hilly areas of the state particularly Doda and Kishtwar districts," Shamsher Singh Manhas, president state BJP told reporters here at party headquarters after conducting a extensive week-long tour of Ramban, Kishtwar and Doda districts. "But it is unfortunate that the state government is planning to disband the VDCs and reduce the number of SPOs. This can have far-reaching consequences on the security situation in hilly areas in J&K," Manhas said. The BJP state chief further said, "If the government carries forward this plan, then militancy may rise again as security forces and police cannot reach every hilly area." "Our party demands the strengthening of VDCs and SPOs in the interest of the state's security," he said, adding the government should permanently absorb SPOs in police and provide adequate honorarium to VDCs. He also demanded an inquiry headed by the Divisional Commissioner into the burning of 15 shops in Gulabgarg area of Kishtwar district some time ago. He alleged the government has neither conducted an inquiry nor paid any compensation to the victims as they victims of this fire incidents belonged to the minority community. Accusing the ruling dispensation of working on communal lines, Manhas further said that the three hilly districts are affected by non- availability of drinking water and electricity supply, apart from inadequate number of teachers in educational institutions. The BJP chief also criticized the local MLAs and Ministers from Ramban, Doda and Kishtwar districts for violating the norms by using pressure on the concerned departments to allot works to non-professional and non-technical persons, who have political links with them without inviting tenders. He also expressed his anger over the failure of the PHE department to ensure supply of drinking water to the inhabitants of Panshri area of Bhaderwah, which houses population of minorities, as they were compelled to pay Rs 4 per litre of water. Manhas further criticised the administration of intentionally acquiring the agricultural land of the minorities on the one pretext or the other under a conspiracy to turn them landless. He demanded posting of adequate teaching staff in far-flung government educational institutions and settling up of Degree Colleges in Paddar and Marwan. He said that a delegation of the party MLAs would soon meet Chief Minister Omar Abdullah in Srinagar and bring these issues to his notice. The BJP state chief warned that if the administration doesn't take concrete measures to resolve the grievances of the people, the party would be compelled to launch an agitation.
