Contractors body shoot letter to Sonia loaded with 'scandals'

JAMMU, May 14: Minister for Roads and Buildings, Ghulam Mohammad Saroori who has been in the centre of controversies for quite some time may again face the heat of his opponents as the Contractor's Association District Doda has shot off a letter to the UPA Chairperson, Sonia Gandhi seeking stern action against him for allegedly indulging in "scandals".
The letter, a copy of which is available with the Early Times, alleged that R&B authorities in district Doda have been dancing to the tunes of the Minister concerned and works are being executed in sheer violation of the set norms.
"Many roads like Doda town link road (Doda to Pul Doda) road widening, Prem Nagar Pernote road and Pernaz link road in Chatroo Kishtwar and other areas of erstwhile district Doda are under construction through choicest agencies," the letter maintained.
It further maintained, "As per the set norms of PWD all the works need to be put on tender but it is sorry state of affairs that norms and codal procedure are thrown to winds to accommodate blue-eyed boys of Minister for R&B."
Levelling even more serious allegations against the Minister, the Association also accused of his "involvement in a murder case , saying as he has got killed a political leader of Inderwal (Mohan Lal Bhandari) in the year 2006. The deceased, a couple of months prior to his killing disclosed before a press conference at Jammu that he had the apprehension MLA Inderwal Saroori would do away with his life. But after his killing , the agencies for obvious reasons didn't consider the statement made by the slain leader."
In the letter, the Association further alleged, "Saroori 's brothers are dictating to officials. Various works worth lakhs are being allotted to the blued eyed persons on the instruction of his brother Irshad Ahmed Saroori who happens to be JE in PWD. He is issuing letters to the officers asking them to follow him."
The Association has also attached the documents pertaining to the "wrongdoings" of the Minister and his brothers with the letter.
"Saroori is in close association with militants active in his constituency. He has used the gun and militants during the last assembly elections. Conversation with militants on phone taped is lying with us which can be produced if needed. He was arrested and was also sent to JIC in late 90's in militancy related cases," it accused.
"During his stay as Minister of State (MoS) for Tourism, he has managed to get contract issuedfor the construction of TRC at Bimalnag Kishtwar in favour of his brother Aslam Saroori who not only caused loss to government exchequer by giving exorbitant rates but also damaged green forest for raising the construction. On the patronage of his brother G M Saroori, Aslam damaged number of green trees in compartment no. range and also extracted stones from forest area. Forest department has registered separate cases against him," the Association alleged.
Expressing concern over the misuse of money meant for the poor and downtrodden people, the Association further alleged, "He has got sanctioned loans from various especially Jammu co-op bank branch Kishtwar and J&K Bank Branch Kishtwar in the name of poor villagers and has utilized the amount in his business. However most of the loans were later on waived off by different circulars but still few recovery suits are pending against him in court."
Though the letter was forwarded on January 4, 2010, yet the Association has not got any favourable response from the Centre.
The Association has urged the UPA chairperson that a commission of inquiry be constituted to inquire into the whole affairs of State PWD and order immediate ban all works of crores of rupees without tenders allotted to relatives, brothers and blue-eyed and contractors of R&B Minister.
