EC takes stock of garbage dumping site at Achhan, directs for proper maintenance
Environment Committee stresses for upgradation of bio-medical treatment plants of hospitals

Srinagar, October 16 – With a view to keep environment neat and clean and improve the sanitation conditions in and around hospitals, the Environment Committee of legislature has asked the authorities of various hospitals to upgrade their bio-medical and sewage plants with modern techniques to dispose off the wastage generated by the hospitals in more scientific way.
The Environment Committee in the chairmanship of MLA, Mr. Mubarak Gul inspected the Incinerator and sewage plants of SKIMS and SMHS hospitals and garbage dumping ground at Achhan, here today.
MLAs, Mr. Ghulam Mohi-ud-Din Sofi, Mr. Mohammad Sarfraz Khan, Ms. Kanta Andotra, Ms. Shanti Devi, Mr. Shahjehan Dar, Commissioner Srinagar Municipal Corporation, Mr. Abdul Latif Deva, Special Secretary, Health Mr, G.N.Lone, Director Health Services, Kashmir, Dr. Mujaffar Ahmed, Joint Director Environment, Ms. Mutaharra Abida Deva and officers of Housing Department and Assembly Secretariat accompanied the Committee.
Giving specific instructions to the hospital authorities, the Committee stressed for proper cleanliness of hospital wards, operation theatre and its surroundings, adding that a proper awareness about the cleanliness among the patients and their attendants should be created, which can go a long way in keeping the hospitals neat and clean. The Committee went around various wards of SKIMS and SMHS hospitals and interacted with the patients and their attendants and took stock of the sanitations and other facilities available there. By and large the Committee expressed its satisfaction over the sanitation conditions and bio-medical treatments, yet it instructed the authorities to accord priority for disposal of non-gradable garbage in the plant, the Committee observed.
The Committee also stressed the need for exploring possibility about the disposal of bio-medical wastage of private nursing homes by the SMHS bio-medical treatment plant. Presently the private nursing homes in Srinagar city have no proper arrangements for treating the bio-medical waste and endangering the health of inhabitants of nearby localities, the Committee added.
During the inspection of Srinagar Municipal Corporation’s garbage dumping site at Achhan, the Committee was apprised by the inhabitants that due to open exposure of garbage dumping, adjoining localities are facing numerous problems due to foul smell. They requested either shifting of the site somewhere else or its proper treatment in a scientific way. The Committee directed the Commissioner, SMC to ensure covering the entire site with a thick layer of soil by November 15th to stop the foul smell. This should be a regular process in future also. In the meanwhile, the Committee asked the Commissioner to identify some more garbage sites and this site be used for immediate connected areas, the Committee asserted.
At SKIMS, the Committee was apprised by the Director, Prof. S. Jalal that the institution is in immediate need of funds to the tune of Rs. 19 crore to meet its emergency requirements like replacement of boiler, pipes and lift as these are in dilapidated conditions. He requested the Committee to use its good offices in arranging the funds on priority to save the situation from worsening. Dr. Jalal assured the Committee that upgradation of its sewage treatment plant would be taken up in near future in phased manner.
The Chairman instructed the Assembly Secretariat to write to the Principal Secretary, Health & Medical Education for arranging the funds on priority.
