| Delhi needs to motivate Nepal on striking against terrorists | | | After militancy in Jammu and Kashmir the major headache for the Government of India is the growing activities of Naxals in almost 12 states in the country.The latest two major strikes by the Naxals in Chhattisgarh state has become a cause for major concern for the country..In the strike by the Maoists near Dantewada on April 6 kl 76 security personnel were killed and in Monday's attack at the same place had left 36 people,including 12 special police officers,dead.As Maoists keep on spreading their tentacles in various states both the central Government and the authorities in the naxal affected states have been gripped by panic and confusion.During the last three months the centre has not been in a position to take a definite stand on whether the Army and Air Force were to be used for carrying out operations against the Maoists or leave the job of counter insurgency operations in the hands of the police and the paramilitary forces.Well the latest intelligence inputs are really dist urbing.These inputs have revealed that the Maoists,operating in various states,including Chhattisgarh,West Bengal, Bihar,Orrisa,Jharkhand,have developed links with the activists and leaders of the dreaded Lashkar-i-Toiba.This Pakistan based terrorist outfit has been responsible for the Mumbai mayhem and for other major attacks in different Indian states,including Jammu and Kashmir.And the link between the Maoists and the Lashkar has been established during series of meetings between the two sides in Nepal.The otherwise known for being the only Hindu country in the world, Nepal,during the last 15 years,has become a safe sanctuary for the terrorists of many hue. No doubt out of a total population of three crores Muslims constitute 4.2 per cent of the total population this has not come as a hurdle for the terrorists to carve out their hideouts in the mountain locked country.Over the years terrorists and their supporters managed to take on rent scores of spacious buildings where they have been carrying out various anti-India activities.In certain cases some of the mosques in the country are being used as hideouts for the terrorists.Intelligence agency reports have also revealed that top militants travel by air from Pakistan to Kathmandu on valid travel documents.From Nepal they manage to enter into India by road.Police believe that large number of top militants had sneaked into Jammu and Kashmir from Nepal.Usually these terrorists travel to the Indian states without arms and ammunition which make them above suspicion in the eyes of the security forces at check points.Another report said that these Maoists have been receiving training,guidance and arms and ammunition from the Lashkar-Toiba activists and some Chinese guerrillas who have sneaked into Nepal for providing moral and material assistance to the Maoists.This way failure on the part of the Maoist affected state Governments and the centre is likely to compound the existing problem of militancy in Jammu and Kashmir.After over 18 years the situation in Jammu and Kashmir has slightly eased and militants are no longer in a position to enact the drama of death and destruction.But the situation in Jammu and Kashmir cannot be totally delinked from the the one that exists in the Maoist affected states.Hence it will have very grave consequences on the security situation in Jammu and Kashmir and in the Maoist affected states if there is further delay on the part of the centre in framing effective counter insurgency policy. Yes there is need for winning the hearts of people in the underdeveloped states but besides taking in hand people friendly measures there was need for dealing firmly with the Maoists.Delhi needs to take up with the Nepalese Government the issue of terrorists having been allowed to carve out safe sanctuaries in Nepal.Let Delhi persuade the Nepal Government to initiate strict action against terrorists camping in the Himalyan kingdom for which Delhi could offer its help.
