| Govt. needs innovative steps for tackling unemployment | | | Despite repeated assurances the successive state Governments have not been able to resolve the prolem of unemployment in Jammu and Kashmir.Well as far as the figures relating to recruitment in various Government departments is concerned each state Government right from 1996 filled and created posts for over 20,000 educated youth every year.To support the Government's initiative a novel way was introduced in the shape of Rebar-i-Taleem and Rehbar -i-Zirat schemes.This helped several thousand educated youth to find jobs,if not fully gainful.And with the figure of unemployed youth having touched over 7.50 lakhs one can say that it is impossible for the ruling coalition to provide Government jobs even to 50 per cent of the unemployed youth.The state Government is faced with serious financial crunch and the implementation of the 6th pay commission recommendations besides grant of 8 per cent D.A.to employees and pensioners and conversion of COLA into DA for the public sector undertakings employees have imposed added burden on the fragile financial health of the state Government.Hence creation of additional posts can no longer be a luxury for the state Government.It has framed a new employment policy but its success mainly depends on the financial strength the state Government can muster for adding new posts in each department.What then is the alternative ? Besides taping jobs for the state youth in foreign countries the Government needs to concentrate on improving private investment in the industrial sector.During the last 10 years the investment is quite poor,despite various central industrial incentives,when compared to the states of Himachal and Uttranchal.There is no doubt that militancy related violence and activities prevented major industrial houses from investing in Jammu and Kashmir.The result was that the state of Jammu and Kashmir which has an ideal climate for setting up software and eletronic industrial units remained industrially backward.Its impact was felt in the employment sect or.When compared to other states job avenues in private sector in Jammu and Kashmir are very limited forcing the educated youth to bank on Government jobs.To overcome this lacuna the Government should,first of all,improve the functioning of the Departments of industry, Pollution control Board,SIDCO,PDD and allied depar tments that are associated with issuance of clearance certificates to the new industrial enterpreneurs.Secondly,more incentives should be offered for the new enterpreneurs and once these enterpreneurs find that while applying for clearance certificates from various Government departments they are neither inconvenienced nor fleeced they would feel encouraged in investing in Jammu and Kashmir.Besides this the Government should initiate measures for attracting major hospital chains for setting up their units in Jammu and Kashmir.This will generate employment for skilled and unskilled youths.In addition to this a new policy for attracting major and reputed universities and institutes for setting up their campuses in jammu and kashmir could also generate jobs.Even before militancy took roots the successive state Governments had taken no step for developing new tourist resorts in the state.The Governments' focus remained limited to the development of Dal Lake,Pahalgam,Gulmarg,Kokernag and a couple of other resorts.Potential tourist resorts and lakes in the Jammu region were neglected and so was the case in Ladakh which has been attracting a large number of foreign tourists.Let the Government concentrate on dveloping new tourist resorts,including those in the Jammu region besides encouraging people in setting up new hospitals,nursing homes and educational instituitions for resolving the problem of unemployment.
