| NC, Cong always make mockery of poll process: Prof Gupta | | | Early Times Report Jammu, May 29: The senior BJP leader and MLA Prof. Chamanlal Gupta in a statement he said, that the internal wrangles of the state coalition resulted in the failure of this government on all fronts, but also the democratic rights of the people are also being scuttled. He also observed that the Prime minister, Dr. Manmohan Singh owes an explanation that why he had failed to keep up his words that the 73rd and 74th Amendments of the Indian constitution would be extended in this part of the country for having Panchayati Raj and empowerment of the basic democracies. Strongly denouncing the reported decision of the coalition that the elections to the Panchayats and that of the local bodies in Jammu and Kashmir have been indefinitely past paned as the two coalition partners viz. the congress and the National Conference leaders could not arrive at any decision whether to contest these elections jointly or separately, Prof. Gupta alleged that taking advantage of the so-called 'special status' of J&K these two dynastic parties had always been making a mockery of the poll process and the basic democracies including the Panchayats, local bodies and the cooperative institutions were never allowed to come up and function in a free and fair manner. He said that during the past 63 years and elections to Panchayats and Civic Bodies were held only four times. That too, partially and in a hush manner. Whereas, in the rest of country these were conducted 12 to 13 times.
