| Inclusive township a viable solution for rehabilitation: JKNM | | | EARLY TIMES REPORT JAMMU, June 5: Jammu and Kashmir National Movement (JKNM) today released the report of its Review Committee on package for relief and rehabilitation of victims of Kashmir militancy announced by the Prime Minister, Dr Manmohan Singh on April 24, 2008 at Akhnoor. Speaking at the inaugural occasion, K L Pandita, convenor, JKNM said, "The urge of the entire displaced community of Kashmiri Pandits to return to its homeland had necessitated thorough appraisal and analysis of the package offered." Appreciating the concern shown by the Prime Minister for the rehabilitation of the displaced community, he underscored some inadequacies in the package which need to be made up. "Other reasons apart, since the exodus of the community was primarily owing to the failure of government's security arrangement in 1990, its return, therefore, hinges on foolproof security of life and property for the returnees. The package is silent on that count. Nor does it focus on the need of reversing socio-political conditions that vitiated peaceful coexistence among the people in the valley," he said. He further said, "The package envisages only make-shift arrangement: it does not address the issue of return, rehabilitation and retention of the community in the valley as an integral and inclusive factor of Kashmiri civil society." Pandita also underlined several glaring discrepancies such as the imperative of transition, arbitrary employment regulations, no provision for support for repairing damaged properties, arbitrary cut off line for ex-gratia relief and silence about the reclamation of heritage symbols and demanded that these discrepancies need to be rectified. He disclosed that the Review Committee has recommended that instead of dispersed rehabilitation, the option of a township of inclusive character and contours in the valley as a viable formula for the rehabilitation and retention of displaced persons be placed before the government.
