Half of PM's projects are incomplete in J&K

NEW DELHI: State government may well be updating itself in terms of presenting the report card to Prime Minister Dr Manmohan Singh during his ensuing visit to Kashmir, but not much progress is reported to be there to showcase in the development projects funded under various schemes of PM's package.
Two days ahead of Prime Minister Manmohan Singh's visit to Srinagar on June 7, the Centre has admitted that only half of the 67 projects envisioned under the Prime Minister's Reconstruction Plan for Jammu and Kashmir have been completed.
On November 18, 2004, Singh had announced a number of plans in Srinagar which were aimed at expanding economic infrastructure, providing basic services, thrust to employment and income generation, relief and rehabilitation to the dislocated and the families of victims of militancy and balanced development of the three regions of Jammu and Kashmir.
But almost six years hence, the Centre has admitted there have been gross delays in the massive rural electrification project for J& K and building the power transmission and distribution network.
In a report prepared on April 30 this year, the Centre stated that the project to bring electricity to all villages in J& K has now overshot its completion deadline of March 2010 and is expected to be finished only by March 2012.
That's because only 40 per cent work has been done till now on the project for which an agreement was signed between the NHPC and the state government in 2005. " The state government has noted the concern of the ministry of power regarding slow progress, security and non- availability of manpower," the report stated.
The Centre's report added that only 48 per cent work has been completed on the power transmission and distribution network as only seven grid stations and eight transmission lines have been laid so far.
