RUSTAM EARLY TIMES REPORT JAMMU, June 5: A militant-turned-politician Firdous Syed has written an open letter to Prime Minister Manmohan Singh. Perhaps, he did so on Friday (June 4). In other words, he did so just on the eve of the Prime Minister's two-day-long visit to Srinagar. Whether or not he sent this open letter to the Prime Minister, it is not known. However, it did appear on Saturday in one of the Kashmir-based English language dailies. The open letter of Firdous Syed urges the Prime Minister to "make a fresh beginning". This appears to be the operative part of the quite lengthy open letter. There is nothing new in this so-called open letter. It only talks of things APHC chief Mirwaiz Umar Farooq, Democractic Freedom Party president Shabbir Ahmad Shah, JKLF chairman Yasin Malik, Tehrik-e-Hurriyat chief Syed Ali Shah Geelani and others of their ilk have been talking about since long to mislead the gullible Kashmiri Muslims and hoodwink the public opinion in India. His open letter only talks about the "human rights" abuses in Kashmir; talks about the "suppression of the rights of the struggling people" (read those struggling to secede from India on communal basis); talks about the activities undertaken by the Indian Army "to defend whatever" they could "do to keep intact the geography of the state"; talks about the "agony" of the otherwise propsperous Kashmiri Muslims; talks about the "murder" of "three youth namely Muhammad Shafi, Shehzad Ahmed and Riyaz Ahmed of Nadhihal Rafiabad…in cold blood by men in olive green in a fake encounter, solely driven by greed"; talks about the "poverty-ridden" (Kashmiri Muslims) "seeking equality and justice"; talks about the "police encounters outside Kashmir", which "are of suspicious in nature"; talk about the killing of "militants, terrorists and criminals…by police/forces in the custody"; talks about the "extra judicial killing of militants", which has become a "matter of routine here" (in Kashmir); talks about the "inhuman and rapacious" security forces personnel, who are killing Kashmiri Muslims "in order to get promotions and cash awards"; talks about the "presence of unmarked graves in the length and breadth of J&K" (read the terrorist-infested Kashmir Valley); talks about the misuse of the Armed Forces Special powers Act by the Army; talks about the Indian State that is condoning the alleged crimes committed by the security forces under the garb of maintyaing law and order; talks about the "unabated killing of innocents"; talks about the "disappearance" of hundreds of people "in last two decades"; and talks about the "exhumation of "roughly fifty dead bodies…from unmarked graves". The open letter of Firdous, among other things, also says, "While on a visit to Kashmir, normally you (Prime Minister) should have found them with open arms, alas they are up in arms. Trouble is not with you, Kashmir time and again has been let down by all Prime Minsters of India… It is an open secret, National Human Rights Commission (NHRC) is on record: Since 1993, of all the encounter cases (2,560), 1,224 were fake encounters, while the cases of death in police custody were 2,320…In most of the cases killed were shown to be foreign militants. In some of the cases even perpetrators stand identified: CBI did an extremely fair and professional job in investigating the infamous Pathribal killings of March 2000 and held the troops of Rashtriya Rifles 7th Bn responsible for the brutal murder of five innocent civilians of Anantnag district. Challan was produced in the court of CJM Srinagar in 2007 against 5 Army officials, including a Major who is now working as a Brigadier perhaps in Maharashtra. Army, as an organisation, decided to defend the culprits by taking refuge under AFSPA… Prominent human rights lawyer Jaleel Andrabi's killers though fully identified are yet to be brought to justice, mocks the 'zero tolerance' claim. The prosecution has asked some pertinent questions in the court in regard to main accused who was allowed to leave India…Any agitation or protest will have no bearing on Delhi's policy on Kashmir; these are just meant to appeal your conscience. Consistently New Delhi has stonewalled any effort to bring to Justice the perpetrators of worst crimes against humanity. According to Human Rights Organizations, more than two hundred cases are pending in courts for want of sanction from Government of India, mandatory under draconian law; Armed Forces Special Powers Act (AFSPA). Government providing protection to extra-judicial killings and other excesses though equally condemnable is understandable, Delhi is keen to shield its forces from preview of law of any excesses carried out…If Human Rights violations are not part of a policy, in order to crush the rebellion, why killers, rapists and robbers enjoy protection? Furthermore, you (Prime Minister) have been an administrator for most part of your life having an honest reputation, you must be aware about the level of corruption prevailing in every segment of society including security forces. How can you trust corrupt apparatuses having indiscriminate powers, to act justly? It is not possible for a corrupt to the core and vulgar, to become honest and cultured after crossing the Jawahar Tunnel?" (To be continued)
