Police and Policing

At the very first sight of a protector, when a protectee, changes his path and direction of his movements, it clearly implies that definitely either there is a lack of interaction or communication gap and above all one to one weak co-ordination between the two parties. An element of suspicion, hatred persists either one of the both ends. It is due to this distance that remote chances of nearness to occupy the slot misses the shot. There is almost an existing pressure of unfaithfulness, rejection to the authority, likely to be put into execution under legal scrutiny by a lawful agent selected by the state who wields power to deal with society. Further, How much unfair is to observe and share that after six decades of colonial separation, an alienation still holds the ground in India. The stigma of barbarism has not weaned from the minds of public and public barely shows any amount of a keen interest in the welfare of the police, their betterment and upliftment from socio-economic point of view.
There is no doubt that diamond cuts diamond-means to deal with criminal, soft handed attitude is bound to lead to perpetuate criminality. But here it would be more pertinent to argue that for a few handful anti social elements, same scale or parameter if be fixed, does is no way justify the scaling system as well. Why an impression is often floated across the air by the dealers of law that no laxity shall be shown regardless of time, space and situation? Such type of feelings have done away with the police image to gain any sort of sympathy, during the hostile and turmoiled situations. Why alone it happens in our Indian so called secular -democratic set up? Abroad, the natives feel pride to share their problems with the police. They equally feel secure and hope that justice will meet in the end. But in ours set up, we have established such a system that smells the survival and prevalence of an old colonial legacy left over here. We rather shunning old means, ways, principles, rules, themes and issues have watered to our own facilitation and net outcome is before us in the form of distanced relations.
Police is a pivotal institution of an integrated society. It is the hub of different set -ups benefiting society in various ways to meet the daily needs of the life. But it is over-burdened with the work load. The nature of duty is of highly complex form not withstanding proportionate value to other jobs. Police has not only to maintain law and order, counter internal security threat perceptions to state VIP/VVIP’s and vital installations, ensure smooth traffic mobility, investigate criminal acts etc. to bring things to logical ends but have also to deal with external aggression of terrorism, naxalism, Maoism etc. Under such a stressful state, police should not be over-expected to do wonders. They are already affording yeoman’s service to both state and society and individuals entrusted to deliver the goods are sparing no effort in any way but still a lot is perceived and desired.
No doubt, such an expectation would no less than a sheer-exaggeration. Yet it is urgent need of hour is to build a bridge to help both police and public come together to comprehend one other’s problems at a common platform. Today, the society is faced with many issues like adulteration, curse of increase mass copying, cyber crimes, domestic violence like dowry issues, breaking matrimonial alliances, pub cultures, leading to high degree of erotic nudity, vehicular thefts, fake currency distribution, drug-peddling, illegal encroachments of the land and roads making it highly impossible to keep traffic flow intact, and attracting to much attention of police aged old individuals or couples thrown away from the houses by the families etc. No doubt, there are some other trivial issues that donot fall in the domain of the police yet from one or other corner, time forces the police to meddle into the unsettled petty issues before further aggravation does ever take place. These type of things can be better settled and handled via face-to-face meet to address the requirement. But the one million dollar question is how it can be possible under the prevailing public: police ratio which stands around/ one lakh: 160 police personel, even candidly admitted by country H.M. Sh. P Chidambaram while attending 03 days meet related to Indian police science Congress at Raipur a couple of days ago. Truly, policing of such a gigantic strength becomes a challenging and hard task due to an inadequate police-force.
It is due to this reason that ours courts are flooded with unattended court cases and situation remains same for years together. The public due to such delayed justice has lost faith both in judicial review system as well as casts now doubt on police functioning as well. In fact, have there been sufficient strength and improved relations between the duos of police-public, there are outnumbered types of cases which could have been nipped like an evil in the bud. Such first hand redressals at the lower panchayat levels like existing khap systems in Haryana and Rajasthan, if deliver justice by working without prejudice can serve wonders. Presently, our grass root level information feedback is poor and not qualitatively upto the standard. This is also owing to widened gaps and insecurity attribution. To sum up, police is to policing so is policing to the police. They both are integral parts of the same coin. To cash the first hand information, healthy one-to-one corresponding relations between police and public needs to be restored through frequent interaction, debates, seminars, melas, exhibition, joint rallies, playful and cultural activities almost once in a month at every police post, police station, tehsil as well as sub-divisional level. Although, police is holding social awakening tours of children of rural and far -flung areas every now and then, yet a lot is more desired to shed the whims. Fluently exchanged thoughts, feelings lessens animosity and reckons nearness. Much the sharing of ideologies, more will be possibility of reposition of trust by public leading to most effective result oriented speedy actions of police, to held the guilty and dissemination of justice. Otherwise hazy picture will not come out of the minds of people to change the mindset of public against police.
