| KVIB here is ‘hub of corruption’ | | | EARLY TIMES REPORT RAJOURI, June 7: The Khadi and Village Industries Board (KVIB) here is alleged to have turned into a hub of corruption. While a nexus between KVIB and bank officials was alleged to have taken roots, agents were charging hefty commissions from the unemployed youth for getting their loans sanctioned. In some cases, subsidies had allegedly been withdrawn by agents from banks against the loans which were yet to be sanctioned. The Early Times spoke to some sufferers, who said they had lodged complaints written on affidavits with the authorities concerned against the allegedly corrupt KVIB officials, bank employees and agents. Mukhtar Ahmed, son of Abdul Rehman, who has his house near RP School here, had applied in KVIB for Rs 4 lakh loan to install welding machine. Though his loan was yet to be sanctioned, he alleged that a subsidy of Rs 1.25 lakh had been withdrawn by some KVIB officials through agents. Subsidy is always released after the sanctioning of loan and installation of the unit. But in this case, the release of subsidy before the sanctioning of the loan raises questions over the KVIB functioning in the district. "When the Jawahar Nagar branch of J&K Bank told me that my subsidy of Rs 1.25 lakh has been withdrawn, I was shocked," Mukhtar said. He alleged that the subsidy was withdrawn by one Khan, a KVIB agent. Abdul Rehman, son of Faiz-ul-Hussain of Doodasanbala, Thanamandi had applied for Rs 45,000 loan for opening a dhaba. He said his subsidy had also been allegedly withdrawn by the agents in connivance with KVIB and bank officials. "My file is lying in KVIB for the past five years, but no loan has been sanctioned as yet," he claimed. Mohammad Talib, son of Mohammad Din, of Ward No 2, Rajouri, and Mohammad Qasim, son of Mohammad Sadeeq, of Kheora, who too had applied for loans, had similar complaints to make. When contacted, KVIB officials admitted that the subsidies of these applicants had been withdrawn fraudulently. In his letter No KVIB/P/655 dated 06-02-2009, KVIB assistant executive officer (AEO) has stated: "One Mohammad Shabir, son of Mohammad Sadeeq, of Ward No 2, Rajouri, who is a permanent resident of Saim Simat, Rajouri, has made a fictitious stamp of the Punjab National Bank, Rajouri, and got the subsidy released fraudulently from KVIB." Kousar Parveen, wife of Mumtaz Ahmad of Fathepur and Kousar Begum, wife of Mohammad Yaqoob of Jhuddi had applied for loan for opening boutiques, but their cases too had not been decided as yet. Sources said an agent, who hails from Ward No 2, Rajouri, had been dealing with all loan cases in the KVIB office. When contacted, KVIB Rajouri district officer Sadiq Chib said he had already written to the bank authorities to streamline the system for disbursement of loan to unemployed youth. Chib, who is given additional charge of KVIB Rajouri office, said he was making efforts to ensure that the pending loan cases were decided at the earliest.
