Pak insists discussion on all outstanding issues

Jammu, June 13: While Pakistan has decided to disuss Kashmir,terrorism and water during the upcoming foreign ministry level talks,scheduled to begin in Islamabad on July 15,India plans to convey its displeasure over the inadquate steps Islamabad had taken in preventing militants from infiltrating into the Indian territory,especially in Jammu and Kashmir.
Reports said that Delhi has already received reports that between 600 and 800 militants had been waiting on the launching pads across Kupwara, Keran, Tangdhar,Machil,Poonch,Rajouri and across R.S.Pora, Samba, Akhnoor and Kathua and on the basis of these reports the Indian foreign Minister, S.M.Krishna is likely to insist that the dialogue be focussed on the activities of terrorists and on infiltration.No doubt the Army auithorities in Jammu and Kashmir have claimed that during the last five months the number of militants having succeeded in infiltrating into the state had been much lower when compared to the number during the corresponding period last year,the menace of infiltration continues to pose a threat to the Government's attempt at promoting peace in the state.
Army authorities said that this drop in the level of successful ingress was the result of a three-pronged strategy the troops, deployed on the border,had taken. The troops have been told to ensure that no one is able to cross into Jammu and Kashmir.Secondly,the intelligence network has been upgraded with the result troops,guarding the LOC,receive specific information about the plans of the infiltrators.The third strategy was to strengthen the defence line and the antinfiltration position. However,the state police continue to differ with the Army version that the rate of infiltration had declined. Senior police officers said that though the troops were successful in foiling series of infiltration bids during the last five months,a large number of militants,in small groups, had sneaked into the state during the same period
Krishna will try to secure further assurance from his counterpart in Pakistan,Shah Mehmood Qureshi,on the steps that Islamabad would take for not only preventing the soil of Pakistan from being used for exporting terror to India but on measures for dismantling the terror infrastructure that exists in Pakistan and occupied Kashmir.
If by the time the foreign Ministry level talks begin Islamabad had taken adequate steps against terrorists Krishna may not hesitate discussing Kashmir and water.He would wish Qureshi to include Pakistan's role in aiding terrorism in India,including Jammu and Kashmir.
As far as Islamabad's plan of taking up water issue is concerned Delhi has already conveyed its opinion on the matter.Still Krishna is being given details of the meetings between the members of the Indus Water Commission of Pakistan and India had held on Islamabad's charge that India had been either blocking flow of water or stealing water of the rivers covered under the Indus Water Treaty.In these meetings India had stoutly refuted the allegations and had informed the Pakistani team that water shortage in Pakistan was the result of mismanagement of the water available and because of decrease in the water level in the Indus,Chenab and the Jehlum.
Another report said that both Prime Minister, Manmohan Singh, and his counterpart in Islam-abad, Yousuf Raza Gilani, have agreed to discuss all issues during the
Krishna-Qureshi talks. Gilani has claimed that Manmohan Singh was ready for talks on all outstanding issues.
