Munshi announces operationalization of Kasheer Channel from Valley
Programme upgrading, orbit expansion of Prasar Bharati in J&K need of hour: Azad

Srinagar, Oct 18
Announcing total operationalization of Kasheer Channel from the valley, Union Minister for Information and Broadcasting Mr. P. R. Dass Munshi said that 75 percent programmes would be allotted to the locals residing in the state while as 25 percent would go to the migrants and others. He said the administrative set up of the channel would function in the valley and selection of programmes and its allotment made from here.
Addressing a jam-packed press conference also addressed by Chief Minister Mr. Ghulam Nabi Azad here Wednesday, the Union Minister said that Mr. Azad had time and again advocated for making Kasheer Channel local-oriented and allotting 75 percent programmes to local producers involving widely available talent in the state. He said giving due regards to the aspirations of the people of Jammu and Kashmir represented by Chief Minister of the state, Prasar Bharati has decided to make the channel local-oriented as has been the aim behind its launching.
Mr. P. R. Dass Munshi and Mr. Azad on this occasion also launched Rainbow FM Radio channel via its seven stations located at Srinagar, Jammu, Kathua, Poonch, Leh, Bhadarwah and Nowshera. The channel went into programme with a message of the Union Minister and Chief Minister of the state broadcast live from SKICC, the venue of press conference.
Interacting with press, Mr. Munshi said that dedication of Kasheer Channel to locals from today and launching of seven Rainbow FM stations is a Diwali and Eid gift to the people from his ministry, adding that the radio frequency transmission and expansion of Doordarshan coverage along with improvement in the production of programmes would be thrust area in next year’s annual plan of the Prasar Bharati.
He said unprecedented installation of HPTs, LPTs and VLPTs along with other necessary paraphernalia and manpower would be put in place in the nook and corner of state to increase viewership coverage both for audio and visual purposes. He said extraordinary steps would be taken to fill up present 700 vacancies in state Doordarshan and Radio and encourage locally available technical and programmes related manpower available in the state.
Mr. Munshi appreciated Chief Minister’s keen interest for development of the state in every field of life and lauded his approach in carrying forward his policy of bringing about healthy change in the development and peace scenario in the state step by step. He said Mr. Azad’s efforts to restore the confidence of people and involve them in rebuilding state into a progressive one for which Chief Minister is roping in almost every union ministry to contribute in gigantic task are highly praise worthy.
In reply to questions, Mr. Munshi said that Kasheer Channel would not only prove a good germination ground for young talent to groom but help in strengthening the state’s cultural ethos and rich heritage. He said, he has asked Prasar Bharati to create another category namely ‘F’ category unlike other states in the Kasheer Channel programme selection where under young producers, musicians, singers, artists, script writers, directors, etc. with little experience could be accommodated to present their creative skills and excel in the field. He said creative works of even five episodes could be accommodated under this category.
Mr. Munshi said that UPA Chairperson Mrs. Sonia Gandhi had also asked him to look into the matter of localization of Kasheer Channel and making it more Jammu and Kashmir centric so that locally available talent gets their due share in the production of programmes, etc and “Benami producers who try to grab the genuine share of locals are identified”. He said that with the approval of Chief Minister Doordarshan Kashmir and Radio has decided to launch Hello Chief Minister prograzmme once in a month in which Chief Minister will himself reply the questions of callers
He thanked Chief Minister for providing link road connection to 200 KV Kargil Transmission Centre and one Kilowatt power supply to the station.
Addressing the press conference, Chief Minister Mr. Ghulam Nabi Azad while thanking Union Minister for Information and Broadcasting for allotting Kasheer Channel back to locals said that by this, he has not only regarded the aspirations of people of the state in general but also provided opportunity to large number of local talent available in the state in this field.
He said, “it was strange that channel is in the name of Kashmir and 80 percent of its benefit was being drawn by non-locals”. He said during last 17 years many doors of livelihood earning and job seeking for the youth of Kashmir got closed and they remained beleaguered in the atmosphere of no-opening, adding that Kasheer Channel would provide ample room to the talented young artists, writers, producers, directors, singers, musicians, poets, etc to contribute and showcase Kashmir’s rich cultural temperament and also earn respectable livelihood.
Mr. Azad said, he had earlier voiced this need in the Parliament when Congress was in opposition but the ice could not be broken then, however, under the stewardship of Mr. P. R. Dass Munshi, the long cherished demand of the people of state has been realized.
He said there is a great need of enhancing HPT, LPT and VLPT network in the state so that every village especially situated in the remote and hilly areas are covered under Radio and Doordarshan coverage. He said the topography and the location of various areas in Jammu, Kashmir and Ladakh demand specified attention of Prasar Bharati so that they are not only covered under its viewership and listener coverage but also are represented in the programmes broadcast and telecast from Radio and Doordarshan.
Earlier, the Union Minister along with a team of Prasar Bharati officers deliberated upon various issues pertaining to the official media management in the state. He discussed programme-wise details and schedules of various units of Doordarshan and Radio Kashmir Srinagar and Jammu along with functioning of Press Information Bureau in the state.
He directed the state heads of Doordarshan, Radio Kashmir Srinagar, Jammu and Press Information Bureau to have close rapport with Directorate of Information and have monthly meetings along with their news editors with the Director Information and its officers to jointly formulate programmes and take advantage of the strength and skill of state Department of Information and Public Relations.
Underlining the importance of wide dissemination of important government decisions especially through official media, he said that the historical, unique in the world and globally acclaimed law to confiscate ill-gotten property of proven corrupt elements enacted by Mr. Azad-led Government should have had wide publicity and placed on net for all to know about this novel law.
Mr. Azad speaking in the meeting, highlighted the role of Doordarshan and Radio in the task of re-construction and re-building of Jammu and Kashmir state for which massive development programme has been launched by the state government with the liberal and unprecedented assistance of centre. He said instead of becoming mere an instrument of announcing political statements, the role of Doordarshan and Radio is more stupendous, social, economical and national.
He said that programmes of Doordarshan and Radio in the state should be of such attraction and quality one that the people get stuck to these programmes and not change the chennal unless view or listen the entire content.
He , however, expressed satisfaction over the role of state Doordarshan and Radio in presenting real developmental scenario of the state and reconstruction programmes launched in all regions of Jammu, Kashmir and Ladakh.

Angmo, Director CBS Srinagar Mr. Bashir Arif, senior officers of Information department, News Editors of Doordarshan and officers of PIB and senior officers of other central media organizations.
