| BOSE extends ‘flexibility’ to Kashmir ETT candidates | | | EARLY TIMES REPORT JAMMU, June 23: In a display of blatant favouritism, Jammu and Kashmir Board of School Education (JKBOSE) gave approval to admissions of 670 Elementary Teachers Training (ETT) candidates belonging to 11 colleges from Kashmir division, just 13 days before the commencement of their examination. Astonishingly, the candidates also appeared in the examination held on June 21 which was completely in violation of norms. Sources said that there should be at least 188 days teaching academic calendar for every candidate to appear in exams. As per the notification issued by the Board authorities on June 8, the candidates of eleven ETT colleges from Kashmir division were asked to deposit their fee for 'admission' in first year ETT session 2008-10, just 13 days short of scheduled examination. Though some of ETT colleges from Jammu region have approached the court of law, yet board authorities ruled out any kind of 'admission' process, saying "only those candidates were asked to deposit their fee whose examination forms had got delayed." If sources are to be believed, the first year of ETT session 2008-2010 was scheduled to commence in 2008 but it got delayed in view of Amarnath land imbroglio. "The admissions were held in the month of May 2009 last year and there was a specific time period for conducting admission. No candidate was allowed to get admission after the last date," said sources. The notification reads as "The worthy chairman has approved the fee to be deposited by each of the candidates admitted to 1st year ETT session 2008-2010 at this late stage by following non-government ETT institutions of Kashmir division. 1) Admission fee Rs. 1600, 2) Registration fee Rs 610, 3) Eligibility fee Rs 310, 4) Corpus fund Rs 1650 and 5) Examination fee Rs 2500." The eleven colleges which have allegedly been favoured by the Chairman include, Shadab College of Education, ETT Dangerpora, Mallabagh, Kausar College of Education, Nowshera, Srinagar, Sarafarz College of Education and Training, Padshahi Bagh, Srinagar, SEM College of Education, Humhama, Meshah College of education and Training, HMT, Zainakoot, Srinagar, Nundrishi College of Education and Training, Budshah Nagar, Natipora, Dr Iqbal training College, Mehjoor Nagar Srinagar, Oxford College of Education, Bhubiwan Tangmarg, Aaqib ETTC institute, Alestang, Khulmulla, Ganderbal and Khanam Charitable Trust Lawaypora, Srinagar "It certainly sounds like some favoritism played a part in. Not saying that it's right; just that it's a fact when we go through the notification. The Chairman has either tried to please these ETT colleges or approved admission, that too after a gap of one year, for personal interest," alleged a Principal of ETT College pleading anonymity. Sources said that when ETT colleges from Jammu province approached the Chairman seeking treatment at par with Kashmir division ETT colleges, he refused to approve such "genuine" cases. Sources further said, "After getting refusal from authorities, the ETT colleges from Jammu region were left no alternative and they moved the court of law." Sources added that the Board asked by the Court to present before it with all the details of these cases along with its view whether these admissions were made in line with the laid down norms and the admission policy. When contacted, Prof Desh Bandhu Gupta, Chairman JKBOSE, said "It was incorrect that these candidates were admitted on the last day. They had already deposited their fee and the examination forms of all such candidates had got delayed. They had been requesting for charging the fee which we had earlier charged from other candidates. It was an issue of examination fee only and no fresh admission was made." Over other fee structure mentioned in the notification, he remarked, "Yeh Inho Ne Aise Hi Likh Diya Hai Ke Yeh Yeh Aapki Fees Hai, Masla Sirf Examination Fee Ka Hai..." When asked that these candidates also appeared in the examination held on June 21, Gupta said, "To appear provisionally in the examination is not a big issue. Anytime you can….." "Now some people from Jammu region have also been approaching us demanding that they should be treated at par with Kashmir colleges. Some of people have also moved the court. We have submitted that if these colleges also fall in this category we will conduct special examination for these colleges," the chairman maintained.
