Cellular Co's violate norms, dist admn asked to form panels

JAMMU, June 28: Concerned over the illegal installation of mobile towers by the cellular companies in Jammu and Kashmir, the government has asked the respective district administration to form committees to look into the complaints .
According to the sources, the committee to be headed by the Deputy Commi-ssioners will conduct a detailed survey of the towers belonging to the seven cell operators in the state to see that they don't posses security hazard to the people . Sources said that though in initial year's, the government had not interfered much in their operations but after receiving number of complaints from the people and other departments that operators are violating the norms which could be threat to the public, this step has been taken. "Years after the start of cellular service in the state, the administration has geared up to check mindless installation of the mobile towards by the seven service providers and constituted committees in all the districts for clearance of sites strictly as per the norms", said an official. Sources said that Divisional Commis-sioner has directed the Deputy Commissioners of Jammu, Samba, Rajouri, Poonch, Doda Ramban, Kishtwar, Reasi and Udhampur to frame committees for according approval for the installation of mobile telephone towers. A committee of Assistant Commissioner (Revenue) as Chairman and concerned Tehsildar, Block Devel-opment Officer, Assistant Executive Engineer (PWD) and officials of local municipal committee will be part of it. "We have asked the concerned district administration to check the mobile infrastructure and see they are not a threat to people. In case there is any violation, we could remove them or take action against the operators", said Divisional Commissioner, Jammu Pawan Kotwal. Kotwal said that there are strict instructions from the government that no violation should be tolerated as it has direct bearing on the safety of the common man as most of them have been installed in the residential areas. Sources said that that complaints have also reached Chief Ministers Grievance cell. Officials said that most of the complaints filed by the people include fear of towers close to the residential areas, installed on the old and tall buildings with fear that in case of storm or earthquake they will fall down on surrounding buildings. Effect of the electroc-magnetic rays on the health of people, vibration from the generators and unusual buzzing sound from towers.
It is pertinent to mention here that at present there are nearly 30 lakh cell users in the state and the service was started in 2003 when the Mufti Mohammad Sayeed government took over the reins of the government. The cell service was marred by many controversies had J&K had tough time to get security clearance from the central agencies.
Officials said that in some cases the administration has received complaints that towers have been installed on the agriculture lands in Akhnoor, Samba, R.S Pura in violation of the Land Use Act.
