| MAJOR SETBACK FOR PAKISTAN | | SWISS EXPERT UPHOLD INDIA’S STAND ON BAGLIHAR | | Srinagara, October 19 :-Pakistan has received a majora setback when a World Bank appointed expert, Prof Raymond Lafitte, rejected Islamabad’s contention on the 450-MW Bhagliar power project, under construction in Doda district. Official sources told Kashmir Independent Press on Thursday that in his “draft final determination” Mr Lafittee has upheld India’s stand on the Bhagliar project. “The draft final determination, while rejecting Pakistan’s contention, has upheld our position,’’ pointed out a senior govt functionary keeping a close watch on the matter. It may be mentioned that the Swiss expert had visited the project site along with the members and experts of the Water Commission of India and Pakistan to verify the complaint filed by Islamabad claiming that India had violated 1960 Indus Water Treaty while undertaking construction work at the project site. Prof Lafitte during his visit held detailed discussion with the experts of the two sides and after examining the stand taken by the two sides he prepared his report rejecting the objections raised by Islamabad against the design of the project.
The dispute dated back to January 15 ,2005 when Pakistan alleged that India had unilaterally increased the height of the dam, and also questioned plans to construct sluice gates beneath the pondage, arguing that it was not needed to produce electricity. The gate’s design was also objected to.
