Imposition of Governor's rule in J&K gaining ground | | | Early Times Report Jammu, June 28: Following the security scenario registering an alarming dimensions in Kashmir a demand for the imposition of the Governor's rule has started surfacing in various political quarters in the state.Working chairman Panthers Party,Harsh Dev Singh,while expressing deep concern over the latest situation in the valley, said that there is political and constitutional crisis in the state adding that the only remedy was to place the state under the Governor's rule. Harsh said that the Governor should use his powers under Article 92 of the state constitution and after dismissing the Government headed by Omar Abdullah impose the Governor's rule.In reply to a question whether the issue could be debated at an All Party meeting that needed to be convened by the Chief Minister,Harsh said "since the situation that exists in Kashmir right now reflects total failure of the Government organising an All Party meeting is no solution."He said that nonperformance of the ruling coalition,its failuire to check corruption,its inability to tackle unemployment problem and the problems related to electricity and drinking water crisis had been the root cause of the anger among people.He said under these circumstances it was no possible for the opposition parties to cooperate with the Government. A senior PDP leader,Nizam-ud-Din Bhat said that there should be no problem if Omar Abdullah convened an all Party meeting for discussing the current turmoil in Kashmir.he hastened to add that first of all the National Conference-Congress coalition Government should accept its responsibility for the current drift in the political and security situation. He said the Congress and the National Conference were equally responsible for current turmoil in Kashmir.He too held the ruling coalition responsible for its "poor performance" which was evident in the field of implementation of development projects.He wanted to ask one question to the ruling coalition leadership. "Why such a disturbing situation did not develop during the time Mufti Sayeed headed the Government ?"He said that it was so because the Mufti adopted people-friendly policies and favoured dialogue instead of bullet for bullet policy.He said that the Mufti's emphasis on "Boli" and not "Goli" helped the then Government to create a conducive atmosphere for peace and progress. The BJP leaders too wanted the Government to reshape its strategy and take in hand measures that could ensure peace in the state.One BJP leader said that it was wrong for the National Conference led Government to campaign for withdrawal of troops and the AFSPA.He said that by raising such a demand militants and separatists felt encouraged.He said the tirade against the Army and CRPF would demoralise the security forces. In the meantime police functionaries in Kashmi suspect the hand of militants in triggering violence during protest rallies. They said whether in Srinagar or in Sopre or in any other segment of the valley militants sneaked into the crowds during protest rallies and create a situation which leaves no other option for the police and the CRPF but to open fire. In reply to a question a senior polkce officer said that "we are yet to be in a position to deal with the unruly crowds on one hand and militants on the other because we face shortage of man power and weapons."He said after the BSF had been withdrawn the state police need the assistance and support of the CRPF in dealing with arsonists and those induling in violence. |
