Can impotent Omar led Govt shift a CRPF battalion?

Jammu, June 28: In Kashmir when people mock at a eunuch, he vows to get them thrashed by his elder brother. However, a shy eunuch does not approach his elder brother directly. He tells his younger brother to apprise the elder brother of the development. Usually the elder brother comes out to defend his younger brother.
The police and the CRPF killed seven youth during the past ten days. Omar Abdullah and his law minister Ali Muhammad Sagar issued a series of statements to express sympathy with the bereaved families. Omar also ordered a probe into the killings. Yesterday Omar Abullah urged his law minister to apprise the union Home Minister of the unfortunate developments. The younger brother (Sagar) immediately called the Union Home Minister (elder brother) and told him how CRPF personnel had been behaving in Kashmir for the past one week. Contrary to precedents, the elder brother (Home Minister) did not come out to defend his younger brother this time. The elder brother, it seems has the Maoists on his mind for the time being.
The impotent Omar led coalition government is not in a position to shift a battalion of CRPF from Sopore. Had the erring battalion been shifted a few days ago, the situation would not take taken an ugly turn. But, Omar does not want to do anything without his elder brother's consent. This is what his Papa has told him. How could he shift the CRPF battalion without informing the Home Minister (elder brother)? But can Omar shift a CRPF battalion even if his government takes a heavy dose of Viagra?
The Chief Minister has no say in shifting para-military forces from one place to another. All he can do is to request the union Home Minister to effect the shifting. Fully aware of his limits, Omar has done just that. What else can he do if the Home Minister (elder brother) refuses to oblige him? The CRPF battalion would stay in Sopore and create further trouble. In fact, the trouble has already been created. One more youth fell to bullets today. Today's killing is definitely going to impact the law and order situation in whole of Kashmir.
Notwithstanding Chief Minister's limitations, time is slipping out of his hands. This is the time when he has to act. The religious and social organizations have threatened agitation incase killing of innocent youth was not stopped immediately.
But what can an impotent government do? According to legal experts, the erring men can be put on trial the impunity under Section 6 AFSPA notwithstanding. But will the government rise to the occasion?
