Don't get injured during midnight: Neither police, nor hospital authorities will help you
Middle-aged Sohan Lal succumbs to injuries as both police and GMC staff shirk responsibility

JAMMU | OCT 19

Strange might appears the headline above, but this is the message conveyed by the police officials and Government Medical College staff (through their attitude) to 'Early Times' staff on intervening night of Tuesday and Wednesday.
Members of staff from the publication while on way back to their homes during the night at around 11.30 pm spotted an injured person lying in pool of blood near graveyard at Sarwal. On approaching near they could feel that the injured person was alive and considering their duty as responsible citizens, they rushed to a near by police post to inform about the incident. But, no one at the police post listened to the three newspaper staffers who, also, in the meantime were joined by two passersby. Much to the astonishment of the five, only munshi (Farooq) was on duty while other officials were either missing or were asleep in an adjoining room.
Even after repeated requests from the five, the munshi at Sarwal police post, first did nothing and later only tried to wake the sleeping officials who did not listen to him even as one hour had passed by then.
Realizing that it would be too late, the three colleagues from the publication rushed to the GMC where also they had to face denial from the CMO on duty, one mister Khajuria (full name could not be ascertained) who said that first the three should inform the police. Even after requesting for pretty long, the CMO did not listen to them.
This despite, Supreme Court ruling in the year 2000 that doctors should start attending the injured victims even before the police has been informed about the accident. Early Times had later confirmed this with an advocate, Sheikh Shakeel. Shakeel told, "It was in the year 2000 that the Supreme Court had directed that since the life of the injured is to be considered first, the doctors should attend to him without waiting for the formalities with the police."
The three newspaper staffers by now had preferred to again visit the accident site, (the time was around 12:45) where they saw four police persons and a van parked. The police persons were there but no one was attempting to lift the injured and put him in the van. However, the three colleagues from the publication took the initiative and lifted the injured to put him in the van. Following the van, the three reached hospital where they observed that no one was ready to put the injured on the stretcher. However, later after repeated requests when the injured was put on the stretcher and taken inside the emergency, he was declared dead. (The time was 1:30 am).
Sohan Lal (52), S/o Ganesh Dutt, R/o Kot Badani who had perhaps fallen from his truck while tying the canvass sheet had breathed his last as much time had passed between when he was seen lying in pool of blood and a doctor observed him. How much before he was seen, he had fallen? No one knows.
Meanwhile, when on Wednesday Sarwal police post was contacted, Head Constable Shahid informed that he had no knowledge of such incident. The accident case was confirmed from GMC police post, where chowki in charge Abdul Kabir Bani confirmed the accidental death of Sohan Lal and informed that the case had come from Sarwal police post.
On again approaching, sub-inspector Arun Kotwal today agreed that an injured victim on Tuesday night had died due to cerebral injury. He however said he was informed about the accident at 1 am.
Meanwhile, as the senior hospital officers could not be contacted, all attempts to contact doctors on emergency today yielded no results as they evaded queries from this scribe.
One of the doctors in CMO room said no medico legal report on such incident has been registered at the hospital while another doctor when contacted by this scribe near emergency said that since he is not on the duty he is not bound to reply to this scribe's query.
