| Self-rule, Baig and PDP | | | The PDP is striving hard to sell its formula of self-rule in all the three regions of the state. In this connection it has assigned the job to its senior leader and former Deputy Chief Minister, Muzaffar Hussain Baig, who is the author of the formula and who has also been nominated by the party to head the drafting committee about the details of the self-rule concept of the party, to sell it in Jammu region. But the PDP's disadvantage is that there is wide spread and deep impression among the people of Jammu at large about the party being Kashmir centric and anti Jammu. This impression about the party has been formed as a result of anti Jammu and out and out Kashmir centric role played by the party in the past. At the time of the formation of coalition government, after 2002 assembly election, the PDP leader Mehbooba Mufti played Kashmir psyche card and opposed the Congress leader Ghulam Nabi Azad to head the coalition government, on the plea that since he and his party had played the card of having Chief Minister from the Jammu region for the first time, during the election campaign and that while Congress had won majority of, viz fifteen out of its total tally of twenty seats from Jammu, while PDP had defeated the NC in Kashmir valley, by winning all its sixteen seats from there and to carry a positive impression among the Kashmiris, a leader from Kashmir alone should had the State government. During three years of Mufti heading the State government, top priority was given to those points of common minimum program of the coalition government, which concerned the Kashmir valley, while those points which were concerns for the Jammu people like implementation of Wazir commission report, fresh delimitation of assembly constituencies and rehabilitation of border migrants, were put in the back burner. In fact every action of the PDP led government and every utterance of the party leaders only took into consideration the psyche of kashmiris, blatantly ignoring the Jammu psyche. Hence even a good proposal from the PDP will raise the eyebrows of the Jammuites and the same will be looked with suspicion here. Thus PDP shall have first to come clear of impression against it of being anti Jammu, before any proposal from it can be sold here. Muzaffar Hussain Baig, who has himself been the victim at the hands of his party leaders, for taking some decisions as Deputy Chief Minister, which were favourable to Jammu, may try as much to sell the PDP formula of self-rule, as sugar quoted pills, the people of Jammu will be reluctant to taste the same and will least digest it. The self-rule as spelled by Baig to a group of intelligentia and opinion builders in Jammu, the other day, according to him takes into account the regional aspirations of Jammu and Ladakh and envisages in it the dilution of the political and economic powers to the regional level and further to the grass route level. This is a welcome realization on the part of the PDP that the regional aspirations of Jammu can no more be ignored in formulating any formula for tackling the problem of the state as a whole. But what Mr. Baig conveyed, is also the thinking of the father and daughter duo in the party, who alone fire the shorts in the party at rule the roost. Muzaffar Baig's relevance and position in the party is only at the pleasure of Mufti Sayeed and Mehbooba Mufti.
