‘Old wine in new bottles’ ?What did All Party Meet yield? | | | EARLY TIMES REPORT JAMMU, July 13: The much hyped All Party Meet held yesterday at the posh SKICC ended with the Chief Minister's promise of probing the killings. He also promised cash relief to the next of kin of the deceased. A decision was also taken to send an all party delegation to New Delhi to apprise the Prime Minister of the developments. According to Kashmir watchers, the meeting has been a total failure. Besides presenting `old wine in new bottles' the participants virtually did nothing. Probes have been held in the past. The government has been giving compensation to the sufferers and how did the participants expect the Prime Minister to remain unaware of the developments in Kashmir? Dr Farooq Abdullah returned to power in 1996 after six years of hibernation in England. During his tenure he ordered as many as 40 probes into human rights abuses but all in vain. The findings of the probes, if at all they were held, have not been made public till date. According to official data, 71 probes were ordered by the coalition government since November 2002 to August 2008. The officials said reports had been received in 29 cases and action taken against violators in 15 cases. In the remaining 14 cases, no action had been recommended by the authorities concerned. But according to independent sources action was taken in just six cases. A total of 43 Judicial/Magisterial/ Administrative probes were ordered during Mufti Sayed's 3-year rule. Action was taken in 4 cases. However, the action taken against the guilty surprised and shocked the people. The guilty officers were reinstated. Twenty-eight probes were ordered by Ghulam Nabi Azad's government. Action was taken in 2 cases. One was stayed by a court. Similarly six probes were ordered by NN Vohra. Nothing came out. The incumbent Chief Minister, according to official sources has also ordered around twenty probes since he took over the reins of the state. Only one probe was completed in record time and the culprits put on trial. The The High Court Bar Association made its stand on probes public early this year. Advocate GN Shaheen, who also happens to be the secretary of the Bar Association said: ''whenever a rights violation takes place, the government quickly orders inquiry to quell public uproar. This way they not only deflect the pressure but also aim to put up a clean image before the people. However, probes never reach completion." The All Party Meet also decided to send a delegation to New Delhi to apprise the Prime Minister of the developments. The persons who attended the meeting, most probably, believe that the Prime Minister is unaware of what is happening in the state. For their information, the Prime Minister is better informed about the affairs of the state than anybody else. The Chief Minister had urged the Peoples Democratic Party (PDP) president, Mehbooba Mufti to be part of the solution by ensuring her presence.
