J&K signs MOU with UIDAI for UIP

SRINAGAR, July 14: A Memorandum of Understanding (MoU) was signed today between the State Government and the Unique Identification Authority of India (UIDAI) here today at a simple but impressive function on the implementation of Unique Identification Project (UIP) in Jammu & Kashmir State. The MoU marks the beginning of the process of identification of enrollment agencies and their trainings and procuring of equipment to kick start the enrollment process in the State. On behalf of the State of Jammu & Kashmir, the MoU was signed by Commissioner /Secretary Planning and Development B B Vyas, whereas Deputy Director General, UIDAI, Anil Khachi signed on behalf of the Unique Identification Authority of India. The signing ceremony was attended by Commissioner/ Secretaries of various Departments like IT, CA&PD, Housing &UD, Finance, Divisional Commissioner, Kashmir and Secretary Revenue.
The sealing of the MoU contents was on outcome of the meeting between the Chairman, UIDAI, Nandan Nilekani and Chief Minister Omar Abdullah which took place at Jammu in February where in the benefits of UIP were explained particularly for the beneficiaries of various Centrally and State sponsored Schemes and other services provided by the State Government departments to the people specially below the poverty line.
Based on the decisions taken in the February, 2010 meeting, the State Government under the directions of the Chief Minister had constituted an Advisory Group to ensure smooth implementation of the UIP. The Advisory Group vehemently pursued digitization of consumer related databases in various service departments like CA&PD, Revenue, Social Welfare and Education to serve as authentic store of information about the residents in the State to facilitate enrollment process under UIP.
One of the peculiar features of the MoU is the incorporation of a special clause, according to which it has been laid down that in the specific context of J&K State, the Unique Identification Number (UID) shall not confer citizenship or domicile right upon the holder of UID number and shall not be accepted or used to prove one's citizenship or domicile.
