Peace in Kashmir hangs by slender thread | | | Peace in the Kashmir valley, which stood destablised since June 11 following the death of one youth in police firing which was followed by series of violent protest rallies, hangs by a thin thread. The thread is quite fragile and anytime it can break if any mistake is committed from this or that side. If signs of peace have started appearing from the cloudy sky it has begun cheering large groups of people,those who are innocent and have nothing to buy from the sellers of slogans and ideologies. The valley has witnessed heavy losses in terms of human lives and economy still the separatists are not fully satisfied. It is but natural because their political shops can have a roaring business only if there is trouble, death, turmoil and tears in the valley. While violence is enemy of the ruling coalition peace is death to the separatists. Consequently, the separatists, especially those belonging to the camp of the hardliners, keep on issuing calender detaling the days of agitations and the mode of protest rallies.Invariably their calls for hartal and protest rallies evoke good response from the people, especially the youth. These separatists receive encouragement only when they find that the state Government's performance is poor to the extent that it stands alienated from the masses. When these separatists find peoples' resentment against growing unemployment, electricity and drinking water shortage, injustice and human rights violations being committed by the security forces and the troops having surfaced they come out of their self-imposed hibernation to make things difficult not only for the Government but for those millions of Kashmiris who want peace. Surprisingly these separatists have the knack of hijacking anger against unemployment and power shortage and utilise that in raising anti-India and pro-azadi slogans. At times some mainstream political leaders sell thoughts to the separatists when the former raise their fingers against one Government decision or the other, against one incident or the other. It was the PDP that signalled its anger against the diversion of land to the Amarnath Shrine Board in 2008 for raising temporary huts and other facilities for the pilgrims. This was fully exploited by the separatists with the result the state registered communal and regional polarisation. It was again political activists who raised a hue and cry over the alleged rape and murder of two women in Shopian last year. The incident paralysed normal life in the valley for several weeks. And when the CBI took the lid off the mischief the separatists were quick enough to raise anti-CBI slogans. Who taught the separatists to raise the demand for the withdrawal of troops and the repeal of the AFSPA ?Everybody knows it. If the PDP has done it today the National Conference had done it when it was in the opposition between 2002 and 2005.The tragedy in Kashmir is that for those who are in power in the state Kashmir is no longer a dispute and those who are in the opposition accession of the state is not final. If there is any problem in Kashmir it is the creation of the machinations of political leaders from time to time. There are only three ways which can enable people of the state to lead a life without disturbances and turmoil. One is the success in the India-Pakistan dialogue in resolving the Kashmir issue. Even if the issue does not find any immediate solution the two sides could decide to live in peace and there are complete cordial ties between Islamabad and Delhi it can make the separatists and those keen to destabilise peace toothless. Secondly, the ruling party or the parties need to work out a mechanism that could reduce the level of corruption and which could ensure optimum utilisation of development funds meant for improving the lot of people. If such a thing become a reality people may not feel willing to side with the arsonists. Thirdly, the opposition parties in Jammu and kashmir need to be told that their responsibilies are more heavy than the opposition in other states have. As such the opposition should adopt constructive instead of destructive role. This can be achieved if national level parties and leaders keep on guiding the political activists in Jammu and Kashmir.
