Carriage scam: Two Asst Director CAPD, transport company, others booked | | | Early Times Report Jammu, July 15: On the complaint of CAPD Department, Vigilance Organisation, Jammu has booked two Assistant Directors, CAPD, then posted at Udhampur, namely TR Padha and Vijay Kumar, Devika Transport, Udhampur and M/S Udhampur Floor Mill and others in a carriage scam in which excess payment of Rs 33, 69, 000/- to beneficiary firms. On the complaint of CAPD Department, the VOJ started preliminary enquiry into the matter and during enquiry has found that TR Padha, Vijay Kumar, Assistant Directors and other officials of CAPD Department, Udhampur have hatched a criminal conspiracy with private truck operators and mill owner with a criminal intent to draw excess freight charges for payment to the said beneficiaries firms in gross violation of government order issued by J&K, CAPD Dept. During the enquiry, it was found that in pursuance of criminal conspiracy, the alleged accused public servant abused their official position willfully ignored the Govt order, hire the trucks from the beneficiary firm dishonestly and did not deduct the 10% freight charges less than rate fixed by the J&KSRTC resulting undue excess payment of Rs 33, 69, 070/- to beneficiary firms. According to the investigation, , the alleged accused public servants and other officials of the CAPD Udhampur by abuse of their official position under a conspired plan in league with private truck operators and floor Mill have dishonestly drawn excess freight charges of Rs 33, 69, 070/- for payment to beneficiary firms which was to be deducted from actual total hiring charges. After completion of enquiry, VOJ registered a case against two then Assistant Directors CAPD Udhampur, Truck Owner and Mill Owner u/s 120-B RPC r/w section 5(1) (d) and 5(2) J&K PC Act 2006 and started investigation.
