Govt revives Ikhwaan to fight defiant people | | | ET REPORT JAMMU, July 15: In 1995 the government created a counter-insurgency force (IKhwaan) to fight militancy. The `covert' operation yielded results and militancy was almost wiped out. Today the situation is totally different. People have been protesting `ruthlessness of the police'. The protests across Kashmir have been giving sleepless nights to the authorities. To quell the same the authorities have revived Ikhwaan. According to a local news agency, the dreaded Ikhwaan cadres have been seen roaming in the interior localities of Anantnag town and its peripheries. Reports said the Ikhwaan men appear in the localities as soon as the police and the para-military forces leave the area. They pelt stones on the houses, smash window panes and rough up people who find themselves at the wrong place at the wrong time, reports said. Last evening, reports said, the Ikhwaan gunmen attacked a peaceful procession causing injuries to several persons. The protestors were demanding action against the local SHO whom they hold responsible for killing of three youth at Anchidoora on June 29. The revival of Ikhwaan has created a scare in the town. The outfit was created in 1995 to fight militancy. The ruthless force dealt a severe blow to the militants and almost wiped them out. They also played a significant role in creating a `conducive atmosphere for 1996 elections'. However, the militants struck back in a big way in the post 1996 era and eliminated top commanders of the outfit including the father of counter insurgency, Kuka Parray, Fayaz Nabdi and others. The Ikhwanies had a strong base in the Anantnag town. In fact, they had their headquarters near Qadipora which happened to be the bastion of detained Democratic Freedom Party (DFP) Shabir Shah. Another dreaded commander, Papa Kishtwari was booked for murder during Ghulam Nabi Azad's regime. He is currently lodged in Srinagar central jail. People hold him responsible for wreaking havoc in Pampore and adjoining areas. The Ikhwanies also caused massive internal migration of political activists in the Valley. They were particularly tough on Jama't -e-Islami activists. The people, by and large, give the credit of neutralizing the outfit to Dr Farooq Abdullah. He ensured their adjustment in the police forces as SPOs. Some of them were adjusted in the Territorial Army as well.
