| Mustafa Kamaal’s tirade against New Delhi misplaced, motivated | | | RUSTAM

JAMMU, July 15: It is an established fact that the Sheikh had, in alliance with the United States, conspired against India. It is also an established fact that he never considered Jammu and Kashmir as an integral part of India to the same extent as other states of the Union. That was the reason that he and his colleagues "blackmailed" New Delhi and obtain from it a very special status for the state, notwithstanding the fact that the people of Jammu and Ladakh were bitterly opposed to the New Delhi's dumb-founding decision. The people of Jammu and Ladakh had made it loud and clear that they would seek a separate dispensation within India and under the Indian Constitution in case New Delhi gave a differential treatment to Sheikh Abdullah and Kashmir on the score of religion.
It is, however, a different story that New Delhi dismissed the people of Jammu and Ladakh and the nationalist elements in Kashmiri, including the Kashmiri Pandits, as irrelevant and fell into the Sheikh's trap. So much so that New Delhi incorporated Article 370 in the Indian Constitution overlooking the warning of one of the members of the Indian Constituent Assembly, Maulana Hasrat Mohani, that "grant of special status to Kashmir on the score of religion would enable Kashmir to become independent afterwards."
New Delhi had, in addition, not considered it prudent to go by what Chairman of the drafting committee Dr BR Ambedakar had told Sheikh when he approached him for soliciting his support in favour of a separate dispensation for Jammu and Kashmir on the ground that Jammu and Kashmir was a Muslim-majority state. It bears recalling that Dr Ambedakar had told the Sheikh that "you want India and Indians to defend Kashmir. You want Kashmir and Kashmiris to exercise all rights all over India, but you do not want India and Indians to exercise all rights in Jammu and Kashmir. I am Law Minister of India. I cannot be a party to the betrayal of the national interest."
So Mustafa Kamaal should not say that New Delhi worked against the NC. The fact is that New Delhi has consistently condoned the crimes committed by the party he talks about and on occasions more than one put all its eggs in the NC basket ignoring the sentiments of the people of Jammu and Ladakh and even the majority of Kashmiri people, including Kashmiri Hindus.
Second & third formulation: Mustafa Kamaal says that "Punjabi Muslims and Hindu Dogras have been taking revenge of Sheikh Abdullah's struggle from the Kashmiris through Islamabad and New Delhi, respectively, since 1947 as the charismatic NC founder had permanently shut the shop of their 100-year-long monopoly and empowered the Kashmiris" and that "both (Dogras and Punjabi Muslims) have consensus on one thing: Let the Kashmiris not die of hunger but let them never have peace."
These formulations convey many messages. They indicate his utter contempt for the Jammu Dogras, who constitute the largest social group in the state, and the Punjabi Muslims. Taken together, these people constitute more than 78 per cent of the population. He should know that these people were never considered part of the so-called Kashmiriyat for the simple reason that they had all along opposed its ideology. They continue to oppose it even today because they feel that under the dispensation the NC has been striving to achieve since long, their plight would be no better than the plight of the persecuted Mohajirs, Shiite Muslims, Ahmediyas, Christians, Hindus and Sikhs in Pakistan.
Mustafa should also know that it was the founder of the NC who had made New Delhi to enforce ceasefire at a time when the Indian forces had the Pakistani Army on the run. If the our areas (PoK and Gilgit-Baltistan) today are under the occupation of Pakistan, it is because of that ceasefire, which, according to the then Indian Army commanders had "dumbfounded the Indian Arm." He should also know that the NC leadership of the time had made New Delhi to enforce ceasefire because it knew that non-Kashmiri-speaking people would not allow it to rule the state as it could claim only the support of a minority. Had New Delhi not enforced ceasefire, the Dogras of Jammu and the Punjabi Muslims would have been ruling the state since 1947.
It is true that the Dogras of Jammu and the Punjabi Muslims have no love lost for the NC and that left to them they would surely humble the NC. For, they have suffered huge, huge political, economic and social losses due to the NC. However, the Mustafa Kamaal’s formulation number two and three do vindicate the stand of those in Jammu and elsewhere who have been seeking their segregation from Kashmir and demanding a dispensation outside the J&K Constitution.
As for his allegation that "both (Dogras and Punjabi Muslims) have consensus on one thing: Let the Kashmiris not die of hunger but let them never have peace", less said the better. Everyone knows that it is the Dogras of Jammu, including Hindus, Muslims and Sikhs, and the non-Kashmiri Muslims, who constitute the most neglected lot in the state. Everyone also knows that the followers of one particular sect in Kashmir constitute that section of society that is highly rich and prosperous and that is also politically well-entrenched. It is ruling the state since 1947 despite the fact that it is in a minority. And, it is a section belonging to this social segment that is responsible for all the troubles in Kashmir. Pakistan depends on this section for fomenting anti-India troubles. (To be continued)
