PDP TO COME UP WITH WORKING PAPER ON SELF-RULE IN ONE MONTHS TIME

Jammu, October 22
Chairman of the Draft Committee of the PDP on self-rule Muzaffar Hussain Baig has said that PDP will first come out with a working paper on self- rule within one months time.
An indication to this effect was given by Mr Baig during his recent visit to Jammu where he delivered series of lectures educating inllectuals from different streams about their understanding of the idea of self-rule.
Interacting with reporters in a private hotel in Jammu Mr Baig said that he is spending maximum time on preparing a working paper after which he will finalize the draft of the original document of the party explaining in detail PDPs' slogan of self-rule.
General secretary of the PDP,Mr Nizamuddin Bhat when contacted said “the draft committee has already received papers on self-rule from several members of the committee,including Mr Ghulam Hassan Mir,and we are in the process of giving a shape to these ideas.”
He said that “our aim is to adopt the self-rule idea through consensus which could later be debated in the roundtable conferences under the chairmanship of Prime Minister,Dr Manmohan Singh.”
Mr Bhat said that the Prime Minister has already announced that the Government will discuss the self-rule idea.
Mr Ghulam Hassan Mir said that “we have based the self-rule concept on the instrument of accession of the state with India and hence there need not be any misgivings in some political circles.”He said that the emphasis of the self-rule idea was on promotion of regional federalism which,once achieved,could silence those seeking trifurcation of Jammu and Kashmir.
Other main features of the plan was to seek scrapping of a few central laws,extended to the state,which were against the interest of people.And at the sametime “we are not for the abolition of the jurisdiction of the supreme court,Election Commission ,Auditor and Comptroller General of India in Jammu and Kashmir.”
The plan also envisages that the governor of the state be elected instead of being nominated by the centre.Mr Muzaffar Hussain Baig said in Jammu recently that the party favoured change in the nomenclature of the Governor to Sadr-i-Riyasat.However,Mr Bhat said that “change or no change in the nomenclature of the Governor we are for a constitutional head of the state who is elected either by the state legislature or by a some fresh electoral college.”
Asked what what would be the next step of the party after the self-rule document was brought out Mr Bhat said “it will be the PDP agenda for resolving the Kashmir issue.It is for Delhi and Islamabad and other political parties in the state and the country to see whether its implementation could lead to the restoration of peace and to the settlement of the Kashmir issue.
