No hike in plan component for districts: Harsh Dev | | | EARLY TIMES REPORT JAMMU, July 21: The Panthers Party leadership is highly critical of the National Conference led Government on the ground that it had made a mockery of the 25-year old practice of convening the district development board meetings for framing the annual plan on the basis of the opinion and suggestions of the peoples' representatives in each district. Referring to the Board meeting convened for the Jammu district yesterday the working Chairman Panthers Party, Harsh Dev Singh, said that the way these board meetings were being held during the last two seasons indicates that the very grandson of the pioneer of the scheme, Sheikh Abdullah, had flouted the vary norms that had to be maintained during these meetings. He said when Sheikh Abdullah mooted the idea of holding district development board meetings it was an exercise on taking the cabinet to the door step of the people at the district and the tehsil level. Harsh Dev said that Chief Minister, Omar Abdullah, and his ministerial colleagues believe that convening district development board meetings were mere formalities that they had to complete otherwise the basic purpose of these meetings has been lost, rather ignored. He explained that the annual plan for the each district is prepared in the civil secretariat and the broad features of this plan are read out in the meetings. In certain cases the Chief Minister and his ministerial colleagues confine their speeches to some features of the annual plan. In reply to a question Harsh said that first of all suggestions from the peoples 'representatives, participating in the meetings, are either not entertained and if entertained they are hardly implemented.He said the best course should have been to incorporate various suggestions given by the peoples' representatives during the meetings in the district plans. Panthers leader said another unfortunate part of the issue was that whatever decisions the Government took during the meetings were not implemented later. Singh said that the issue pertaining to the non-implementation of the decisions taken during the board meetings had been raised in the Assembly but either the Government assured that the matter would be looked into or dished out paucity of funds as the reason for the non-implementation of the Board decisions. In reply to a question Harsh Dev berated the ruling coalition for misleading people by dishing out incorrect information. In this connection he referred to the hike, the Government has claimed, in the district plans. He said that the Government has announced that the plan for Jammu district has been raised by seven per cent but actually there has been no hike in the capital component. He said that the hike of seven per cent may be the result of pay hike of the employees. He claimed that there was no hike in capital component in other districts, including the district of Udhampur The Panthers leader said that the net result was that no new major development project has been sanctioned and whatever money had to be spent during the current financial year was on projects which had been taken in hand during the last several years. He said that during the last five to six years the projects related to the construction of a lake on the Tawi river and a cable car have not been completed, even work has not been started. He added that each year the Government announced that it had decided to complete these and other projects. Nothing concrete had been done to resolve the problem of drinking water shortage and electricity crisis in the Jammu region.
