On Clinton's advice Pak mellows its tempers | | | After the US secretary of State,Hillary Clinton,who was on a two-day visit to Pakistan,rejected Islamabad's bid for the American mediation for resolving the Kashmir issue tempers have started mellowing down across the LOC.The first case to support it is the way Islamabad has allowed India to import goods from Afghanistan via the Wagah border.And there is some slight change in the mindset of the Foreign Minister of Pakistan,Shah Mehmood Qureshi,because he had nothing specific to tell Clinton when she told him that both Pakistan and India needed to take bold steps for a sustained dialogue.She even conveyed to Qureshi that Kashmir issue cannot be discussed and settled in one meeting or so.The process of dialogue has to be continued. Indications are that as a result of American intervention India has agreed to resume the dialogue with Pakistan.Soon after the failed talks in Islamabad Krishna had made it known that he would not meet Qureshi on the sidelines of a conference in Kabul which revealed that the Indian Foreign Minister had felt slighted by the false accusations from Qureshi that the Indian delegation was not prepared to discuss the Kashmir issue.This way Islamabad cannot expect that the dialogue process,whenever it is resumed,can simply be Kashmir centric.There are many issues that have bedevilled the relations between the two neighbours and the first among all was the export of terrorism to India.No doubt Kashmiri separatists and others believe that end to terrorism and turmoil was possible only when the Kashmir issue was settled they do not possibly know that the 60-year old dispute has become so ticklish that it has defied any attempt at resolving it.Well there have been a number of meetings between Pakistan and India,there have been a number of meetings between separatists and Delhi but no side has been able to spell out any solution to the problem.Each side is seeking immediate settlement of the issue but how could the problem for settled when none dares to dish out a solution?Even if the bilateral talks are held in the near future Islamabad needs to create an atmosphere which could be conducive for sustained dialogue.Even the anti-India elements may agree that for creating atmosphere favourable for a purposeful dialogue Islamabad had to play a bigger role than Delhi because whatever security related problems India has been facing are the result of machinations of the Pakistani agencies,including the Army and the ISI.Also Pakistan needs to learn that India was not prepared to succumb to the blackmail or political preassure being exerted by Islamabad.Islamabad has tried these tacics but faileed.At times it tried to influence the US and the Chinese Governments in order to secure their mediation.On other occasions it tried to use militants and Kashmiri separatists,who are being patronised and funded by agencies across the border,to kick up violence that could force Delhi to concede some of the demands put forth by Islamabad. Usually pro-Pak forces and anti-India elements within the Kashmir valley openly say that violence and terrorism in the valley will end once India and Pakistan start Kashmir centric dialogue.This clearly indicates that Pakistan and its agencies,aiding terrorists operating in Jammu and kashmir,believed that since they had no valid argument for debunking Kashmiri leadership's,particularly that of late Sheikh Abdullah's lack of faith and support to the two-nation theory which had motivated him to join India that Islamabad banks on the tools of violence,subversion and terror.It is time for the US Government and other developed nations to persuade Islamabad to stop exporting terrorism to India and instead of harping on settlement of the Kashmir issue try to resolve other irritants so that a new era of friendly ties between India and Pakistan buried the culture of terrorism.
