Funds proposed for Jammu region insignificant: Harsh Dev

Jammu, July: The Panther Party, MLA Harsh Dev has questioned the modus operandi being followed by the state government for allocation of funds to various districts during the course of on-going District Development Board meetings in various districts of the state. He said that the funds are being released to districts on the most arbitrary and irrational manner, much to the prejudice, of Jammu region district. He said that funds were being allocated to districts on whims and fancies of rulers without adhering to any set of norms and criteria. He said that district of Jammu region were provided peanuts in the DDB meets and were the major causalities of the authoritarian, arbitrary and highly biased approached adopted for devolution of development funds. Singh made special mention of district Shopina and Bandipora which had been given a sizeable share of the plan funds despite smallest districts having geographical area of 312 Sq Km and 398 sq km respectively. He said these districts were smaller in size as compared to several tehsils of Jammu region but had been given huge financial allocations. Singh alleged, the districts of Jammu region were subjected to the most hostile treatment. He said these districts were discriminated not only in terms of allocation of district plan funds but were deprived of funding under various other heads including state sector, PMRP, ADB, Additional ties and BADP. He flayed in particular the most hostile treatment doled out to Udhampur District in allocation of funds under district plan, state sector, additional ties and BRGF despite its having a geographical area of 2473 sq km and population of 4.96 lacs as per 2001 census. Likewise the funds proposed for Jammu District, Samba District, Kathua District, Reasi District are far less and insignificant as compared to valley district. He further questioned the logic behind with holding of Rs. 500 crore received by the state government from planning commission over and above the last year's annual plan. He argued that the said additional funding of Rs.500 crore received by state government was not being routed through the normal planning process and had been retained back by state government with ulterior motives. Singh alleged non-implementation of the decisions and resolutions passed in the District Development Board meeting held during the last year. He said that the last year's DDB meetings chaired by the chief minister had taken several decisions but regretted that no action had been taken on majority of them till date. He said announcements were being made year after year but nothing had materialized on ground except verbal commitments which were repeated even during the current year's DDB meetings. He made special mention of announcements repeatedly made including package of mansard and Dalsar lakes on the analogy of Dal Lake, and Wullar Lake early construction of Surinsar Msnsar road, construction of cable car project for Mubarak Mandi-bahu complexes, artificial lake on River Tawi, in construction of fly over's in Jammu city including Bikram Chowk-Satwari fly over, Jewel Canal fly over, Amphalla-Rehari fly over, Ragunath temple-Shahidi Chowk fly over and inclusion of District Jammu under BRGF. He regretted that none of the aforesaid, commitments and decisions was honored by the government.
