Early Times Report
Poonch, July 25.: A meeting of All J&K Backward Classes(AJKBC) of District Poonch was held under the chairmanship of Dolat Ram Verma in presence of Sh. H.D. Betab. In the meeting, the speakers criticized the State Government for not implementing the 27% reservation for Other Backward Classes identified by the Mandal Commission for J&K State Government Services as per the Verdict-1992 of the Supreme Court on Mandal Commission Report. It was also disclosed that our 27% constitutional rights of reservation in the state Government services have been unconstitutionally and illegally given to the unidentified OBC class under the grab of "Backward Area" as "RBA and ALC" by defining them as "Socially and Educationally Backward". The RBA and ALC are artificial group of Backward Classes and in the creation of state rulers only to give benefits to the Political People/Agents/Kith and kin and to keep away the state real OBC masses from their constitutional rights of reservation. Moreover these artificial groups of Backward Classes are not in the lists of Mandal Commission Report.
Recently, Central Govt. says that those people who donot come under the OBC that people are also included in this. If this people will be included in this then OBC people jointly would take strong action against this.
The other speakers also criticized the Centre Government for not taking the decision by the "Groups of Ministers" in regard to have Census-2011 on the basis of caste birth despite the majority of Member Parliament is favor of caste census.
The Prime Minister has also given the assurance in the Parliament when majorities of M.P's were in favor.
In the meeting they also elect Mohammad Amin Bhatti as President and Mohammad Kabir Qureshi as Secretary for district OBC Poonch. Large number of people from District Rajouri was also present in the meeting.
Prominent among those who were present in the meeting were Mohammad Farooq Inqlaabi, Mohammad Jaman (Advocate), Moha-mmad Mushtaque Malik (Advocate), Qamar Din, Ghulam Mohammad, Jamal Din, Ghulam Hussain, Zahoor Din, Mohammad Rashid and others.
