Early Times Report
Rajouri, July 25 : Notwithstanding the fact that government has provided scholarship amounting Rs 2.50 crore for atleast 44000 Pahari students in Rajouri districts, most of the students this year were denied scholarship intentionally allegedly by non-Pahari officers and the amount in lakhs of rupees has been reportdely returned in the government treasury at many places by the Zonal Education Officers whereas the Pahari students of the area alleged biased treatment on part of the officers. As per sources, Government had given Rs 2.50 crore rupees to the Rajouri administration for disbursement of the same among the Pahari students as scholarship but there are certain complaints of biased attitude of some officers in disbursing the scholarship among the students. As per sources there are 44000 Pahari students in district Rajouri who were entitled to get scholarship from the government. However sources said that most of the students from Dhendesar, Fathepur, Thanamandi, Darhal, Budhal and Manjakote area were allegedly denied the same due to reason better known to the authorities. Sources said that in Fathepur area authorities forget to submit the statement of the students eligible for the scholarship. "There is a Higher Secondary School in Fathepur area where the authorities had not submitted the statement of student which resulted in non disbursement of scholarship to the candidates belonging to Pahari community", sources said.
Sources alleged that Rs 3.4 lakh rupees meant for the scholarship of Pahari students has been returned by a non-Pahari officer in Dhendesar area which has evoked criticism among the Pahari leaders who threaten agitation if government will not initiate enquiry into the allegations.
Alleging conspiracy against Pahari people of this state, Jammu & Kashmir Pahari Peoples Movement (JKPPM) Chief Executive Shahbaz Khan said the scholarship of Pahari students in Rs lakhs have been returned by some Zonal Education Officers in Rajouri. He said that there is crores of ruppes scam in the scholarship and some non Paharies have also being given the money meant for Paharies whereas he said that those falling in the category have been ignored. Giving example, he said that Rs 3.4 lakh scholarship amount which was sanctioned for the Pahari students have been returned by Zonal Education Officer Dhandesar.
Khan said that on one side, students of this area were denied scholarship and on the other hand the amount sanctioned by government has been returned. "This is conspiracy being hatched by non-Pahari officers against the Pahari people of this state and Dhandesar is an example of one case", Khan said demanding probe in the returning of scholarships to the government by ZEO Dhandesar.
Targeting the department for not providing this years scholarship to many Pahari students, Khan said that atleast 100 Pahari students of Dhandesar and Fathepur area of Rajouri have approached him complaining that they have not received scholarship in their schools. "There are also certain areas where Pahari students were deprived of the scholarship", Khan said demanding high level probe in the allegations.
Meanwhile Khan has said that the scholarship in Dhandesar area was returned intentionally by the officer concerned so that to keep the Pahari community out of the benefits of the government scholarship. "I came to know from the local people that the ZEO belongs to non-Pahari community and he has done it intentionally", Khan said.
When Chief Education Officer Rajouri Gurcharan Singh was contacted he expressed his ignorance over the episode. "I am not aware about the whole case but I will investigate", he said assuring enquiry into it. Gurucharan Singh said that if the officers found involved in biased disbursement of scholarship, they will be recommended for stern action.
