Replacing CRPF by police not possible in near future

JAMMU,July 25: Senior police functionaries rule out the possibility of replacing the CRPF by the police for tackling the law and order problem and the militancy related activities in Jammu and Kashmir. While referring to the demand of Chief Minister,Omar Abdullah that the state be helped to raise about 30 battalions of the police for replacing the CRPF the senior police functionaries said that "we can replace the CRPF but not in the near future.
"They said it was not possible to add 30,p000 men and women in the police within a year or so.In support of their contention they said that it took three years for the state to complete selection and t raining of five police battalions. It may be mentioned that Omar Abdullah had raised the demand for central assistance for raising 30 battalions of the police for replacing the CRPF during his address to the National Development Council in Delhi on Saturday. The demand was made in the light of the growing criticism of the CRPF for having been allegedly responsible for killing several youths when the security forces opened fire on the demonstrators protesting against alleged human rights violations in Kashmir. Asked whether the 30,000 SPOs, working in the state, could be recruited as constables in the police a senior officer said that "most of the SPOs were not eligible for a regular constables' job because they were not qualified. "He said that some of the SPOS were in the field to assist the police in dealing with the situation but others had been deployed merely on security duty. They acted as security guards to VIPs, political leaders, legislators and bureaucrats. Others had been engaged by important people for domestic chores. The police officer said that 15 per cent quota in the police had been reserved for the SPOS and whenever vacancies are to be filled or the centre sanctions raising of additional battalions of the police the SPOS are given a 15 per cent share.
Senor police functionaries said, in reply to another question, that in the light of the current volatile security scenario in the Kashmir valley and the in the wake of the issuance of a fresh calendar for protest rallies "we may require additional companies of the paramilitary forces.
"They said that the centre had sanctioned additional companies of the paramilitary forces for the current Amarnath pilgrimage and after the yatra ended on August 1 these forces be retained in the Kashmir valley till the security situation registered improvement.
