Implementation of CM's decisions mandatory, what about PM's?

Jammu, July 25 : After enjoying nearly one and a half year elite of power, unconscious, Chief Minister Omar Abdullah has risen to his commitment of development and execution of promised made by his party in their manifesto.
Talking tough against negligent approach of bureaucrats and officials for the first time, Omar has warned administrators to execute assignments allotted to them in various Board Meetings and District Development Meetings in time or face the consequences.
Appreciating, but what about the announcements made by Prime Minister Dr Manmohan Singh several years ago, including allotment of residential quarters to migrants and 6000 jobs to Kashmiri Pandit educated unemployed youths, especially who are the victim of militant insurgency and are living life of in-humans due to over age factor.
It is necessary to mention that four years back in two public meetings held at Akhnoor and Katra where no Kashmiri Pandits resides, Prime Minister Dr Manmohan Singh announced that all Pandit migrants would be given two room flats and a package of employment for 6000 unemployed educated youths having attained over age. But as on today neither two room flats nor jobs have been provided to uproot Pandits, but officials involved to complete and execute the task are satisfied because of their illegal income over pity conditions of devastated community.
Package means rehabilitation, but PMs package for KPs seems to be conspiracy as neither it has been taken in consideration to affected lot of over aged youth nor has it features like that of special package. As under package quota every family should have been entitled to one job. As per the selections made by Services Selection Recruitment Board (SSRB) the employment process was carried as if it was an open category selections.
Bond of undertaking to be produced by the aspirants joining in Valley indicates as if these candidates are being treated as bonded laborers and not as qualified, dignified and stake holders. Bond of undertaking suggests that in any situation employed persons if leave station of posting should be subjected to termination. It is simply hierarchy and signifies that in state of Jammu and Kashmir CM is more powerful than PM.
It is high time when community as a whole and the youth in particular should rise to reject the nefarious designs of state and centre government for keeping the indigenous owners of Kashmir land away, to achieve their political interests. KPs have been stabbed time and again for being patriotic. It is one more attempt to make the scapegoats.
