It is a bitter truth that separatists are carrying on unchecked in Jammu and Kashmir
This day JK politics has gone total Kashmir centric. This too can not be ignored that the sanctity of 1947 Accession of JK with Indian dominion has been tarnished in the eyes of the common man of JK as well as the world community. Each day worries for GOI are growing. The mind of the common man has been inflicted with doubts and distrust. Without taking notice of such facts no any project on defeating the separatists designs would succeed.
In simple words it could be said that what were once internal problems of Jammu and Kashmir people { and was acknowledged as so as well } have this day become { unknowingly} the helping tools for "establishing " a dispute on JK between India and Pakistan. And so regretfully/ painfully I would say that there has been a reasonably large contribution of the Governments that held the reigns at Delhi .Local problems of Kashmiri masses and the primitive doubts about 1947 Accession of JK in the minds of common Kashmiri appear to be taking the shape of a "dispute" for the Kashmiri people { particularly the youth }. The events of this June / JULY and the manner in which the JK Chief Minister rushed for an agendaless all party meeting on 12 JULY too reflects the confused , unstable and directionless mindset of the JK leadership { main stream} .Mehbooba Mufti had not participated in the meeting alleging that no specific and targeted agenda was there. Anti India elements, anti 1947 viewpoints / conceptions/ people, those who would not reject anti India propagandists and the like { may be a small minority} are vocal now even out side the Kashmir Valley. Here I shall not discuss whether this is being promoted / prompted by Pakistan or the " Separatists". For me it shall be enough to say that such Anti India / anti accession view points have been allowed to flourish Particularly in Kashmir valley .It was on 10th Oc tober 2005 { 71st birth day of founder of Dainik Jagran Lt Sh..Narindra Mohan } that a seminar was held at Jammu: : "Kashmir samasaya ka smadhaan kis aur ko": The subject had not been taken that seriously at any forum by that time. This I am saying so because the subject was not that what is the solution to Kashmir problem, but it was that the actions / efforts made { by Government of India } for resolution of Kashmir problems are leading to what direction. The objective was to evaluate the efforts made by GOI and not to suggest the solutions to problem. Sh. R.P Sethi jee ( retired judge of supreme court} who presided said that before any observations could be made it is necessary to know what actually is the PROBLEM in question, only then the assessment of the efforts made could be done. But in the seminar most of the learned speakers discussed more of the history. While sitting there I thought of writing on this subject. Sh Talib Hussein, who had the experience as a Lok Sabha Member and had also remained a minister in JK Government while talking to me also felt that " ajj J&K na hotae huyae bhi "sach mooch" ek antrrashtriyae rajnitik Vishay {international political issue } ban gaeyaa lagta hai". I did discuss the subject in one of my articles in October 2005.Then too I had said that after 1990 GOI had crossed all limits of non seriousness about the JK affairs.. Central Government and prime leaders of political parties in India have been looking for solution to the JK turmoil in lifeless structures made out of bricks and cement where as the solution lied in reaching the "Mind and Heart" of the common innocent Kashmiri { many "experts" say that the innocent common Kashmir muslims have been exploited in the name of religion out of their simplicity, but they do not suggest that the solution too rests in reversing the same through an ideological and awareness rehabilitation process}. Nothing substantial had been done all those years to save the social and nationalist matrix/ structure from fragmentation. And this day after five years I find that conditions have rather further deteriorated . I am pained to say that the assessment made by me in 2005 was not wrong, neither GOI nor the mainstream JK political parties did any thing { rising above local political electoral gains} appreciable to root out the separatist elements and ideologies from the lands of Kashmir valley, It is a bitter truth that resistance to separatists in JK has instead decreased over the years.CM Omar Abdullah appears to have indirectly accepted this in his statement issued on 2 July in Srinagar while making an appeal for peace where he said " I firmly believe and have repeated time and again that the aspirations of the people cannot be assuaged only by development, good governance and economic packages, we need to address the political aspects of the problem as well. And for that I appeal to all the stake holders to join hands with us so that together we can work for a better tomorrow which will not only bring peace and dignity to Jammu and Kashmir but also peace in the sub-continent,".Only saying so is not enough, instead Omar sahib shall have to ensure that atleast now onwards he does not see "RECONSTRUCTION" of JK in draining the grants from Delhi in the name of roads and buildings but for ideological and nationalistic reconstruction of JK { Kashmir valley in particular} he would take his self and cadres/ leaders in the lanes near to the common man.
When Omar Abdullah was striving hard for establishing truthfulness of his intentions in Kashmir valley voice was also raised in support of those disturbing peace in valley by some people from areas like Kishtwar, Bhaderwah and Banihal of Jammu Region where as some of his ministers were busy in arranging news coverage for them in the local media { inaugurating lanes/ drains, buildings, functions, wells / tube wells/ ; disbursement of checks of land / relief compensations , etc }. These days even if a Minister performs his normal official duty , his men run around for news coverage. Things do not rest here, even a DC/ Secretary to Government is often seen in news after he has just performed a normal tour or taken a meeting of officers in his operational area. In case Omar sahib really means what he said recently , then he must see that his colleagues / ministers actually work at the grass root level amongst the common masses so as to rehabilitate the people socially and ideologically and fight out a formal battle against the separatists in Valley. When any one looks at today's handling of "Kashmir affairs " , one would surely conclude that the way Delhi has handled Kashmir { JK} affairs {1947 territorial violations / issues } J&K has become a territorial dispute between India and Pakistan since 1947 : and more disappointing could be the inference that India too has accepted it { where as in 1947 India had named Pakistan as an aggressor}.. Right from 1947 Pakistan has not been accepting the accession of JK with India.. USA and UK kept on prompting / supporting Pakistan but India had never accepted it as a dispute in earlier years. Barring a few, the people of JK too had been considering the accession as truthful and JK as integral part of India..No doubt from 1946 to 1947 some opinions favouring Pakistan too were under consideration of some locals { the number was not imposing } but such opinion making rights were not with in the scope of the Indian Independence Act 1947 / Government of India Act 1935..In the earlier years { after 1947 } inspite of the fact that New Delhi { Jawahar Lal Nehru Sarkar } did not handle JK affairs in a rightful manner , still majority of the people of Kashmir considered JK as integral part of India and Pakistan as the aggressor { India had gone UNO in 1948 with only this complaint }. A few people in Kashmir Valley { in other regions some microscopic elements} did carry some inclinations towards two nation theory. Leaders like Sheikh Abdullah if at all said some thing otherwise it was only that India should treat the people of JK / JK State as specials of India. National Conference claimed that Bharat { making special reference to Nehru Jee} has made some special commitments with Kashmiries.. Some main stream leaders too kept on showing the ghost of separatism to Delhi. Delhi kept on thinking that in JK only development and employment are used to exploit the people against India and so kept on looking solution in extra funds and grants to JK where as at ground level religion, two nation theory and even Sheikh Abdullah's 1946 quit Kashmir call was being used { even against NC } by anti India elements to woo the sentiments of the innocent Kashmiri against truthfullness of India and 1947 accession. The separatists used to negate the developmental expenditure / assistance by India saying that India could not win / purchase the Kashmiri with money. People who were against India kept on doing their job with commitment for misguiding the innocent people .Even those who wanted to simply hold the reins of power got carried away with vote bank politics and kept on laying { though soft] allegations on the intentions of New Delhi Some even drew personal advantages from GOI. It is due to this that doubting centers in the common Kashmiri mind kept on increasing Awareness / information about India has not particularly flowed amongst the Kashmiries from unofficial sources regularly after 1990. So, favours for India reduced. Independence /Pakistan / Greater autonomy like view points started receiving more / unchecked attention of the locals. Still there is time ,a Kashmiri youth { like one who was reading in primary / middle school in 1990} knows very very less about India { separatists kept on moving amongst the locals but the political leaders, ministers, senior officers, remained fascinated with VIPs cars and security cover. But now simple dissemination of information would not do , now need is more for sucking out the "loss of trust" from the common hearts and mind. The job is surely hard but not impossible.
Gen V.P.Singh too in his interview of 11 JULY to a TV channel has suggested :: "So far as the army is concerned, I think as far as security forces are concerned , a lot of work has been done. The situation has been brought to a particular level when other initiatives should have started to make way for betterment," .Hope Government of JK and GOI would catch the leads and save the people of JK from the continuing harassment beyond another decade.. No use accusing Pakistan.. Pakistan's national interest are different than that of India..
