Tarigami also wants New Delhi to pursue Kashmir-centric policy, Congress mum | | | RUSTAM EARLY TIMES REPORT JAMMU, July 26: CPI-M leader and MLA from Kulgam, Kashmir, Mohammad Yousuf Tarigami has met Prime Minister Manmohan Singh and UPA chairperson and AICC president Sonia Gandhi and urged them to accept his suggestions which, he feels, can end the turmoil in Kashmir. His suggestions are no different from the suggestions being put forth by other Kashmiri leaders. One may put in any amount of efforts to find if his suggestions have any place for the people of Jammu and Ladakh, he/she would come out of this exercise minus everything. His suggestions are patently Kashmir-centric and he has proved that he is no different from other Kashmiri leaders. He is as Kashmir-centric, biased and militant-friendly as any other Kashmiri leader. What are his suggestions: (1) "engage the young rebels of Kashmir Valley in a credible process of dialogue"; (2) "constitute a committee of different political parties' Members of Parliament and authorize it to talk to…the Kashmiri youngsters involved in demonstrations, stone pelting and clashes with police and paramilitary forces"; (3) "engage the 'disillusioned and alienated' younger generation of the Kashmiris in a credible talks process"; (4) recognize the "dissent in Valley"; (5) "take bold and substantive initiative to address the aspirations of Kashmiris, particularly the younger generation"; (6) "the turbulence (in Kashmir) is not about employment" but the "employment depression is also a major contributory factor to the unrest in Valley" and, hence, the need of a comprehensive employment package; (7) "create avenues and opportunities…to save the educationally and economically backward people in the state (read Kashmir) from total depression and frustration"; (8) address the "strong political aspirations. Including Azadi, in an all-inclusive dialogue process"; (9) amend the Jammu and Kashmir Armed Forces Special powers Act, as the "militancy has ebbed to an all-time low"; and (10) "remove the bar of disqualification from the youth who had once acted as militants but had later reformed themselves and had also been released by What are his charges against the Central Government? His specific charges are: (1) the "Centre" is "responsible for perpetuating and widening the trust deficit between New Delhi and Srinagar"; the "NC's autonomy resolution, passed by J&K Legislature, had been treated with contempt by one government and another government has been sleeping over the recommendations of five Working Groups constituted by no less a person than Prime Minister of India as part of his round-table initiative on Jammu and Kashmir"; and "nobody in the Centre has taken serious his own suggestion of offering safe passage to the Kashmiri youth, who had crossed the LoC but had not practiced violence." In other words, Tarigami also wants Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi to consider three other suggestions of his - (1) accept "the NC's autonomy resolution" and declare Jammu and Kashmir as a semi-independent state; (2) accept all the recommendations as contained in the five working groups' reports so that Jammu and Kashmir is able to have a dispensation altogether different from what exists in the country; and (3) allow the Kashmiri boys, who had crossed over to PoK to undergo arms training with a view to fighting out the Indian state, to return to Kashmir. This is the so-called secular, liberal and liberated Mohammad Yousuf Tarigami and this is his charter of demands, which is also coupled with various accusations. It is significant to note that his fundamental grouse is not against the Jammu and Kashmir rulers. His fundamental complaint is against New Delhi. Why not? After all, how could the liberated and secular Tarigami take a line different from the one his Kashmiri counterparts, who represent various outfits, including the APHC and so on? He, like all other Kashmiri leaders, without any exception, considers New Delhi as the villain, the prime cause responsible for what the Kashmiri leaders call "alienation" and "woes" of the Kashmiri Muslims. Is there anything whatever in his thirteen-point charter of demands for the people of Jammu and Ladakh, the state's two other provinces, which also house more than half the state's population? There is nothing whatsoever for the people of Jammu and Ladakh. It's all about Kashmir, Kashmiri alienation, trust deficit between Srinagar and New Delhi, autonomy and so on. Why should Tarigami behave differently? He is not supposed to talk about Jammmu and Ladakh. He is an ardent believer in the concept of "Kashmiriyat" and he knows that the moment he would talk about the people of Jammu and Ladakh, he would be excommunicated from the Kashmiri society.
