JU students decry DSW's 'inaction' against cops, ransack office | 'Torture' of scholar by police | | MISHU GUPTA EARLY TIMES REPORT JAMMU, July 26: Jammu University witnessed some trouble today when the students and scholars went on rampage and ransacked the office of Dean Student Welfare (DSW) seeking registering of an FIR against a Police officer and his subordinate allegedly involved in torture of a scholar in Police custody on July 23. The trouble started when the students and scholars gathered outside the DSW chamber at about 11 a.m to apprise the authorities that their fellow scholar had been allegedly subject severe thrashing and insulted in police custody. Even as the students tried to draw the attention of the authorities towards this matter but failed to draw any assurance that stern action would be taken against the police officials. Hundreds of students and scholars started damaging the university property after what they alleged that the Dean Student Welfare, Prof JS Tara paid no heed to students' demand of legal action against the Deputy Superintendent of Police (DySP), Joginder Singh Bali, posted in Police Post, Jammu University campus and a Sub-Inspector, Mohammad Bilal Azhar of Nehru Police Post for "torturing" a scholar from Department of Dogri on July 23. As the students went on rampage with outbursts of anger, what aggravated the tempers was silent attitude shown by the authorities. However, things came under control when the police officials comprising Superintendent of Police (South), Rajeshwar Singh, SDPO Gandhi Nagar, Mohan Lal Kaith and Station House Officer (SHO), Police Station Gandhi Nagar, Rafiq Manhas reached the spot and pacified the agitators. Meanwhile, the University authorities later announced that a three- member committee has been constituted to look into the matter and it would submit its report within three days. The eyewitnesses also substantiated the allegations of the agitating students as to why and what promted them to resort to ransacking the office. "After an hour long discussion with the DSW, the students were not satisfied with his response and they resorted to violent protest. They smashed window panes and glass table, besides breaking the computers and other furniture items," said a student of the University. He further told that the University officials immediately called up the police that diffused the tension on the campus, adding, "Till police officials reached the spot, angry students had completely damaged the Dean office…..smashed pieces of glass lay scattered on floor", he added. According to the students, Yash Pal Sharma, a scholar of Post Graduate Department of Dogri was picked up by police from Examination Block on July 23 after he had heated arguments with the DySP, posted on campus. "The DySP was in plain clothes and gave severe thrashing to the scholar in full public view. Later, they picked up the scholar and took him to Nehru Police Post without getting permission from DSW where he (scholar) was beaten up and that too, after taking off his clothes," they charged. Yash Pal Sharma also narrated the same story before the media and threatened that he would commit suicide if stern action was not taken against the DySP and SI, who, he alleged, asked him to take off his clothes and "tortured" him in custody. He also charged the Police officials with forcibly taking his signatures on paper, asking him to confess his "offence" in Police custody.
