Ration dealer critically injured allegedly in custody

Jammu, October 23
As the Chief Minister Ghulam Nabi Azad battles with allegations of Human Right violation in the State, a Ration dealer undergoing treatment for his critical injuries, allegedly received in police custody, stands witness to the state of affairs in the law enforcing agencies, is battling between life and death in Government Dental college Jammu.
Mushtaq Ahmad brother-in-law of the ration dealer said that Ashfaq who is running his own ration depot was on his way to Bhaderwah on October 18 for some work and on reaching Sartangle he was intercepted by Sub-Inspector Shiv Krishan alias Sonu (in charge of SOG Sartangle) and was told that he will not go back to his home.
He further said that he (Ashfaq) was picked up by the SOG personnel and was kept into custody for two days. “We were not informed by the police and it was only after some locals who informed us about the arrest of our brother”, Mushtaq said adding that on 20th morning when they approached the said Sub Inspector he released Ashfaq who was allegedly beaten and injured.
Ashfaq, family members said was taken to Sub- District Bhaderwah where he was referred to Jammu for specialized treatment, and has undergone surgery for both the jaws, which according to doctors were badly damaged.
“We are thankful to our former (Sabiqa) MLA Mohammed Sharief Naiz who helped us and got the surgery done” said one of the relative of the victim.
It was also alleged by the family members that said Sub Inspector was earlier SPO and was promoted with in couple of years to the rank of Sub Inspector. “He has leashed rein of terror in the area and if some one speaks against him, he has to pay its price next day” said Mushtaq, and alleged “he (SI) used to motivate the local youth to join militancy first and then either kill them or make them surrender”.
Sardar Mohd, Maternal Uncle of the victim alleged that his nephew was earlier arrested by the same SI Sonu and was left after beating. “He (SI Sonu) even don’t spare Hindus of the area”, quoting an example of one Shiv Kumar of Beja Sartangle, who according to Sardar, was arrested by SOG’s Sub Inspector was released after two months.
Sardar said that five Gujjars of the area were also arrested on the same day and were given third degree treatment by the SOG personnel.
We tried to register FIR against the said officer but our report was not entertained by the SHO concerned. “We will move to High court if our FIR was not lodged and action taken against SI, SOG Sartangle” Asif Ali Uncle of the victim added.
When contacted Sub Divisional Police officer Bhaderwah, Mohd Arif, admitted that the mater was being verified and after conducting enquiry a report would be submitted to senior police officers. He, however, confirmed the arrest of the victim.
Medical superintendent of Government Dental College, Dr. S. Mohan Singh when contacted said that Ashfaq was referred by SDH Bhaderwah and came to us with facture in both the jaws. He, however, said that he is out of danger and is being operated for other Jaw tomorrow.
