| Joint mechanism on cross roads | | editorial | |
Two latest developments have strong bearing on Indo Pak relations and the peace process initiated afresh by Prime Minister Manmohan Singh and Pak President Parvez Musharraf at Havana last month. Pakistan has out rightly rejected Indian charge of Mumbai serial bomb blasts on July 11 last, having Pak connections and ISI involvement. The National Security Adviser M.K. Narayanan has reiterated what Prime Minister Manmohan Singh had said earlier that Pakistan's sincerity on the successful functioning of joint mechanism to tackle terrorism is on test What action does Pakistan take on the evidence presented by India about the Pakistani links and ISI involvement in the Mumbai blasts, will prove whether the joint mechanism will work or not. M.K. Narayanan while stating that India has pretty good evidence of Pakistan involvement in the Mumbai blasts, which will be presented to that country in the Foreign Secretary level talks being held soon in New Delhi. If Pakistan does not respond positively even after that there will be no sense in carrying on the joint mechanism and India will adopt the option to withdraw from this arrangement. However Spokesperson of Pak Foreign Ministry Tasnim Aslam has reacted sharply to the claim by Indian NSA, terming it as a mere propaganda to which India is used. Every mishap in India, notwithstanding the same having indigenous contours, is put at the door of Pakistan, Pak Spokesperson has added. In fact NSA has only weakened India's position by giving an ambiguous statement that while India has good evidence of Pak involvement in Mumbai blasts, we have no clinching evidence in this regard. This provides Pakistan an escape route and gives that country the benefit of doubt in the matter. In the second and closely related development the Indian Defence Minister Pranab Mukherjee has accused that Pakistan agency ISI is making efforts to maintain and nourish spy rings in the Indian armed Forces, which is a matter of serious concerned. Mukherjee was commenting on the busting of two spy networks in Delhi in which two army men have been arrested on charges of handing over secret information, about the location of our armed forces to Pakistan. The two recently busted spy rings are interlinked and have links in Jammu and Kashmir, New Delhi and Kathmandu and there are ample reasons to believe that these are the handiworks of ISI of Pakistan, who is trying to make inroads into the Indian defence forces and trying to subvert the same. Under these circumstances how can the joint mechanism to curb terrorism succeed is a million dollar question. When there is so much of mutual distrust at the official level between the two countries how can the bonhomie between the two continue and friendship establish? While Pakistan continues to pursue the double edged policy of keeping the pot boiling by abetting terrorist strikes in India and harping on the tune of negotiations and building of friendship, India's response has been confused and equivocal. Contradictory statements are emanating from different official agencies, which besides confusing the public opinion are also weakening our resolve to deal with Pakistan by paying that country in their own coin.
