Rather reviews performance of Excise Deptt

JAMMU, Aug 11 :In a significant development, the State Excise department has registered a phenomenal growth of 22 percent in first four month of the current financial year ending July, with a revenue collection of Rs.225.00 crore against last year’s Rs 184 crore collections during the corresponding period.

The information was given out at a meeting chaired by Minister for Finance Mr Abdul Rahim Rather convened to review the performance of the department, here today.

Among others, Commissioner/Secretary, Finance, Mr. Sudhanshu Pandey, Excise Commissioner, Mr. Pradeep Gupta, all the Deputy Excise Commissioners and other senior officers of the department from all over the state attended the meeting.

Registering an increase of Rs.41.00 crore against the corresponding period of the previous year, this year’s collection, in absolute terms, is an all time high revenue.

Pertinently, for the previous the Excise Department has achieved a significant growth of 15.25 percent, the highest in the last decade.

Mr. Rather took a detailed review of the revenue recoveries during the first four months of the year 2010-11.

While reviewing the enforcement activities undertaken by the department, the Minister was informed that 85 persons were arrested in 1127 raids and 28904 kgs of Lahan destroyed during the period, collecting a penalty of Rs.3.63 lakh from the offenders.

It was noted with satisfaction that 1100 kg of Bhuki was seized during this period at Toll Post Lakhanpur, besides destroying poppy/bhang over an area of about 2100 kanals of land in Kashmir valley. The Minister exhorted upon the officer to redouble their efforts to eradicate menace of illicit liquor, bootlegging and illegal cultivation of narcotic plants like bhang and poppy.

About the works programme of the department, the Minister was informed that Rs.20.50 core have already been spent on construction of new Toll Plaza at Lakhanpur ending July, 2010 and the 1st phase of the project is likely to be completed before the end of the current year.

Similarly, Rs.658.00 lakh have been spent on the construction of new Toll Plaza at Nagri and the project is likely to be completed by the Public Works Department by the end of 2010-11. Mr. Rather expressed concern at the delay in execution of the two projects and impressed upon the executing agencies to speed up the pace of work so as to reduce traffic congestion at the Toll Posts and provide much needed relief to the transporters and tourists.

The Minister was informed that under the ongoing computerization programme of the department, the Toll Posts at Railway Station, Jammu and the Toll Post at Upshi in district Leh were computerized in the month of July this year. Computerized weighment slips are now being issued to the drivers at these Toll Posts. The department has also taken in hand a project for computerization of all the distilleries in the state and providing online connectivity with the office of Commissioner. The project is likely to be completed by the end of the current financial year.

Calling for intensified surveillance to check tax evasion at various posts, Mr. Rather emphasized that it should be ensured that while enforcing law, no undue harassment is caused to ordinary citizens. He complemented the officers of the Excise Department for registering a phenomenal growth in revenue in the first four months of the current year and exhorted upon the officers to work with zeal, vigor and honesty and surpass all the past achievements.


DM stops construction along Ballol Nallah

JAMMU, AUGUST 11- District Magistrate, Jammu invoked the provisions of section 133 Cr.P.C. and ordered that all the unauthorized illegal constructions on the Ballol Nallah falling in Jammu district should be immediately removed by the Tehsildar (Settlement) Jammu and Naib-Tehsildar, Bahu and Digiana. If need arises they shall take the help of police.

Moreover no further construction activities along the bank of Ballol Nallah falling in Jammu district be carried out. The concerned Tehsildar and SHOs of the area are further directed to maintain strict vigil around the clock in the areas. They shall take action against trespassers and inform to him immediately. Revenue field staff has been directed not to issue copies of fard intkhals of sale/ purchase of lands which was recorded as Ballol in the revenue record.
