Avoid making Delhi meeting exercise in futility

If one feels amazed over the shifting stand of the state unit of the BJP one need not be blamed.If anyone feels surprised over the stand of the Panthers Party one may not be criticised because their stand keeps on changing from issue to issue from person to person from place to place.Those who feel slightly confused over the role the two parties have been adopting need to focus their attention towads the All Party meeting convened by Chief Minister,Omar Abdullah,in Srinagar on July 12 and another All Party meeting convened by Prime Minister,Manmohan Sinfh,in New Delhi on Tuesday.The BJP first announced it will not go to state's summer capital but later attended the Srinagar meet.It announced that it will not attend the Delhi meet but later was conspicuous by its presence in the meeting chairmed by Manmohan Singh.The Panthers Party stayed away from the Srinagar meet but attended the one presided over by the Prime Minister.The leaders of the two
organisations have given arguments in favour of the stand they had taken on their participation in the two meetings but their pleas do not seem to hold much
water.Does it mean the state unit of the BJP feigns acting as a constructive opposition party but wants to have better rapport with the Omar Abdullah who heads a coalition Government where the Congress shares power with the National Conference? Does it mean that the Panthers Party is opposed to Omar on charge of poor performance and mis-governance which had given rise to the turmoil in Kashmir ?Does it mean that the state unit of the BJP had received instructions from its party high command that it should not stay away from the meeting to be chaired by Prime Minister,Manmohan Singh even if he belongs to the Congress?Does it mean that Panthers Party leadership has cordial ties with Manmohan Singh and would like to keep him in good humnour? And by boycotting the Srinagar meet does the Panthers Party leaders intend to display their anger against Omar and as such did not want to be a party to whatever
decision Omar and his colleagues took ?Whatever may have been the reasons for the leaders of the two organisations to keep changing their prefrences and priorities the opposition PDP leadership has demonstrated fixed notions.It boycotted both the Srinagar and Delhi meetings.By staying away from the Srinagar meeting the PDP leadership wanted to convey its deep displeasure against Omar led Government over its (Omar's) failure to check human rights violations being committed by the security forces.At one stage Manmohan Singh had suggested to the PDP leadership to attend the All Party meeting convened by Omar Abdullah.And it was for the first time that the PDP leadership turned down a suggestion from Manmohan Singh.By boycotting the Prime Minister's meeting the PDP leadership wanted to demonstrate its displeasure against the centre for not having conceded its (PDP's) demand for placing the state of Jammu and Kashmir under the Governor's rule and by
neither repealing the AFSPA nor withdrawing troops from within the civilian areas.It is a different matter whether participation by the PDP in Srinagar meet and the one convened by the Prime Minister in Delhi could help the Government in evolving a proper procedure for dealing with those involved in human rights violations and for restoring peace and normalcy to the Kashmir valley?Similarly it is an open question whether participation by the PDP, BJP and the Panthers Party in both the meetings could turn tables against mischief mongers and against those inciting violence in Kashmir ?Possibly their presence would have not set river Jehlum on fire but their participation could have enriched the level of discussion and debate in the meetings.Anyway one expects that whatever suggestions have been hammered out in the Srinagar and Delhi meetings need to be implemented.Even after one month the decisions taken at the All Party meeting in Srinagar stand
unimplemented.And it is the duty of the concerned agencies and authorities to execute recommendations worked out in the two meetings failing which one will have no other alternative but to treat both the meetings an exercise in futility
