Court frames charges against former SBI manager | | | EARLY TIMES REPORT Jammu, Aug 12: Special Judge Anticorruption Jammu AK Koul today framed corruption charges against the former Manager State Bank of India Branch Vijaypur u/s 5(2) PC Act 2006 r/w section 120-B RPC, 467, 468, 471 RPC. In the order for framing charges Court observed that Satendra Parshad while posted as Branch Manager SBI Vijaypur during the period 2006-2007 inspected the project location of accused Sham Singh and paved the way for funding his projects and ultimately released Subsidy amount in his favour, although the projects was not viable as the land identified by Sham Singh was neither owned by him nor was uncultivable and so not suitable for the projects launched by accused. That apart the land under same survey numbers was earmarked for different projects by accused Sham Singh. He even submitted fake and forged bills to gain wrongfully and he could do so with the connivance of Manager SBI and make loss to State Exchequre. By this act of omission Satendra Parshad has abused his official position as a public servant knowingly after being in conspiracy with the accused to benefit it. Court also framed charges against Sham Singh s/o Buti Singh r/o Village Badoi Tehsil & District Samba. The court observed that Sham Singh in a criminal conspiracy to frustrate the schemes introduced by the NHB for the development of commercial horticulture with a view to gain wrongfully devised ways and means to pursue your designed and applied on July 1, 2006 to NHB for launching a project at on estimated cost of Rs 7.95 lacs in which your capital investment as per this scheme was Rs 5.65 lacs and Rs 2.30 lacs was to be arranged by raising a loan from SBI which had been engaged by NHB for implementation of this scheme. Land under Khasra Number 2, 6-10 and 15 was earmarked by Sham Singh for cultivation of strawberry. A loan of Rs 2.30 lacs was sanctioned and deposited in the account of Sham Singh and also submitted the bills to cheat NHB and SBI to gain out of scheme through fraudulent, deceitful means and framed charges u/s 467/468/471 r/w section 120-B RPC.
