Separatists uninterested in PM's offer for dialogue | | | Prime Minister, Manmohan Singh,has opted for dialogue and reconciliation. The separatists have not responded. Manmohan Singh has even hinted at discussing autonomy but the Kashmiri separatists have stated that the Prime Minister had nothing specific and concrete to offer. Possibly they would have felt satisfied had the Prime Minister conveyed to them that Delhi was in favour of granting to the people of the state the right of self-determination because those who continue to be on the other side of the fence have now only one slogan, one demand. They believe that holding a plebiscite was the only way to settle the Kashmir issue. They do so without realising that the chance for such an exercise had lapsed after Pakistan refused to implement some of the provisions of the UN resolution on Kashmir. Under one clause of the resolution Pakistan was supposed to withdraw all its troops from the occupied Kashmir which it had not done. And after various nort hern areas of Pakistan had been gifted to China the question of holding a plebiscite had become bleak. At one stage the hardliners, headed by Syed Ali Shah Gelani, had statd that he was ready to accept an invitation for talks from Delhi of Delhi accepted Kashmir being a dispute. Later he modified his statement that h was willing to participate in the talks if Delhi accepted Kashmir being a dispute and implemented the 1948 UN resolution providing for holding a plebiscite for determining the wishes of the people of the state. As for as the moderates are concerned their conglomerate heaeded by Molvi Umar Farooq had shown high degree of interest in the resumption of Delhi-separatists talks. Surprisingly he too has started endorsing Geelani's demand for giving to people of the state their right for self-determination. He seems to have been scared by the noise and the level of violence during the ongoing "intifada" in the valley. This way the separatists do no show interest in either the process of reconciliation and dialogue or in experimenting with the restoration of greater autonomy to Jammu and Kashmir. These separatists believe that after the ongoing civilian strife has rocked Delhi continued violence and protest rallies could force India to concede their(separatists) major demands. In order to keep themslves away from the process of dialogue these separatists have imposed conditions for their accept ance to join the process of talks and they know it fully well that it was not possible for Delhi to accept their conditions. On one hand these very separ atists shed tears over the loss of human lives in Kashmir on the other they reject Prime Minister's offer for reconciliation and dialogue so as to pave the way for peace and normalcy. You cannot expect Delhi to hold talks with separatists under the shadow of the gun or on the terms dictatd by those who are on the other side of the fence. Yes, the separatists can dish out other viable solutions which can lead to the settlement of the Kashmir issue. Instead of raking up the demand for implementation of th 1948 UN resolution on Kashmir these separatists could deliberate on other models and after convying those to Delhi they could discuss those alternatives with the Government of India. Possibly both the separatists and Islamabad misconstrue Delhi's emphasis on talks and dialogue as a sign of weakness. It is out of this mistaken belief that the separatists and Islamabad want the process of dialogue to continue or to get resumed on the terms and conditions that are determined by Geelani, Umar and the establishment in Islamabad. The only conclusion one can draw from the obduracy being displayed by the separatists and Islamabad was that while the former favour political uncertanity for allowing their shops to run the latter wishes to keep the Kashmir issue alive as it helps it in diverting peopls' interest from the int ernal political and economic problems. Besides this unsettled Kashmir issue allows Pakistan a chance to receive heavy military and non-military aid from the American Government and China. This way both the separatists and Islamabad do not seem to be open for reason. |
