CAG to monitor APRs of Babus in J&K

JAMMU, Aug 12: Annual confidential report (ACR) of an IAS officer in Jammu and Kashmir would now depend on administrative skills he shows in the implementation of several centrally-sponsored schemes and how effectively he takes a district up on the developmental parameters.
Sources said that this procedure for assessing the caliber and competence of IAS and other central service officers is being introduced in Jammu and Kashmir on the directions of Prime Minister’s office to CAG for rigorous monitoring of their performance at the lower levels of administration. They added that similar directions have been issued for all the other states of the country.
Confirming this, Director General Audit of Comptroller and Auditor General of India (CAG) B.B.Pandit said that the criterion has been devised for the entire country including Jammu and Kashmir and it envisages district wise assessment of performance of IAS officers. He said “ACRs of an administrator in the district and those coordinating and monitoring schemes at the centre will take into account CAG performance review and the briefing made to the chief secretary in a state.”
Pandit added that the steps is being taken to check alleged large scale bunglings coupled with inordinate delay in the implementation of various centrally sponsored schemes across the country including Jammu and Kashmir. He Pandit maintained that the aim is to speed up developmental schemes across the country especially in Jammu and Kashmir.
Principal Director (R.S.II) Saroj Punhani said “We would strictly go by the directions issued to us. This would no doubt help in increasing transparency and accountability in the administration,” added Punhani who looks after the CAG report compilation for J&K.
Official sources said that this step makes a major departure from the existing yardstick of annual monitoring of the performance of IAS and other central service officers only at the state level and not below.
Officials said that for the first time, district will be the focus of judging the performance along a calibrated yardstick which in turn would determine nature of the ACR in respect of the assessed person. They said that since the smaller states in the north-east including Jammu and Kashmir have failed to properly implement several centrally sponsored developmental schemes, the step had become a necessity.
Officials informed that CAG had been so far auditing a particular scheme or evaluating overall performance of a state but this will be the first time that a district will be taken up for audit and performance of district administrators would be evaluated. They added that evaluation would become part of the officer’s ACR and in these circumstances; no one can afford risk of getting penalized for poo5r performance.
Officials in the CAG said that they have already started district-specific audits in Himachal Pradesh (HP), Meghalaya and Uttarakhand while it has already completed audit of Shimla in Himachal Pradesh, West Garo Hills in Meghalaya and Dehradun in Uttarakhand. They said that every aspect of development at the district level would be taken into account and thereafter, the same would be incorporated in the annual report.
They stressed that it was also conveyed through a circular by Cabinet secretary to Chief Secretaries of all the states including Jammu and Kashmir that work parameters of secretaries of various departments will be evaluated on how seriously he or she has responded to CAG observations and audit paragraphs.
