| Need for no more delays in setting up CU in Jammu | | | If not for anything else Jammu and Kashmir state is known for tardy implementation of Government plans and decisions.It is known for the poor utilisation of funds earmarked for various development projects by the Government of India.Over the years the centre as been more liberal in allocating and releasing hugefunds to Jammu and Kashmir than to any other state in the country.The height of poor utilisation of central funds and tardy implementation of plans and decisions is evident from the fact that during the last over five years the state Government could utilise Rs.8,000 crores out of R s.31,000 crores earmarkd for various schemes and projects under the Prime Minister's package.Well weather related problems, delay in the release of the funds and other factors may have contributed to the under utilisation of the package.But what about the plan of setting up one central university in Jammu and the other in Srinagar ?The plan provoked regional
tensions and conflict when the Government made its intention known on setting up the central university in Srinagar. The announcment Prime Minister,Manmohan Singh,made in Jammu in 2007 indicated that one central university and one Indian Institute of Management would be set up in Jammu and Kashmir.People and academicians besides political leaders belonging to Jammu had come to believe that since the Indian Institute of Management was being set up in Srinagar the central university would be set up in Jammu.But regional passions surfaced when the vicechancellor of the central university in Kashmir started functioning from Srinagar.The Jammuites raised the demand for setting up the central university in Jammu on the plea that both the institutes of excellence cannot be sanctioned for Kashmir province only.Chief Minister,Omar Abdullah,was quick to weigh the ramifications of the problem as he was quite aware of the regional and communal divide the
state witnessed over the revocation of the order under which land had been allotted to the Amarnath Shrine Board in 2008 for setting up temporary facilities of the pilgrims.He immediately met Prime Minister and succeeded in making him understand the gravity of the problem if a separate central university was not sanctioned for Jammu.The Centre deviated from its original stand and agreed to have one central university in Jammu.Over one and half years have passed and there is no sign of the university in Jammu and in Srinagar.If in Srinagar the office of the central university is operational in a make-shift structure there is no such sign in Jammu even after the Government has identified land in Samba and in Ganderbal for the two projects.Invariably acquisition of land and compensation to be paid to the land owners invariably delay setting up projects but in case of central university in Jammu there was no such problem because of the vast tracts of
Government land available for the project.Surprisingly the selection of the vicechancellor for the Jammu central university seems to have become as ticklish and complicated as the Kasmir issue.While the Jammuites favour a son or woman of the soil to be appointed as vicechancellor the selecting authority is trying to give weightage to merit and experience.But regional passions seems to have gripped the Jammuites after reports went round that former Jammu University vicechancellor,Amitabh Mattoo,was being considered for the post of central university vicechancellor. Apart from being a Kashmiri pandit his political ideology and preferences seem to be his Achilles heel.As such the project continues to get delayed.And this time the centre,more than the state Government,is responsible for this.Let the centre take a quick decision and let the agencies engaged in construction of buildings waste no time.Early completion of the project will promote better
academic atmosphere and contribute to the tackling of the problem of unemployment and underemploment.(
