Omar's 'coterie' still calling shots in matters of governance ……?
8/19/2010 11:32:23 PM
EARLY TIMES REPORT
Jammu, Aug 19: Even as protests in Kashmir have been controlled by enforcing curfew, complete normalcy is far from sight. Despite the fact situation is showing no signs of improvement, leave alone restoration of peace, which appears to remote in present conditions, the 'coterie' surrounding the Chief Minister Omar Abdullah is still calling shots in matters of concern and vital issues confronting the beleaguered state.
Sources inside the coalition government say just one or two persons, very close to the Chief Minister continue to surround him and have say on key matters of governance and even routine issues. "The writ of these persons, close friends of the CM runs large on almost all matters……… Kashmir is still under flames….. instead of evolving consensus with his ministerial colleagues the immediate coterie decides what to do and when to do ……", said the sources. Even on the issue of shoe thrower Abdul Ahad Jan , it were these persons who decided how the matter could be tackled ,though Chief Minister himself deemed it appropriate to discuss the matter later in the cabinet meeting on Tuesday. "It was almost for the formality sake the matter came up for discussion…… the suggestions and advise had come from two persons who surround him constantly", sources added.
Continuous meddling in key matters of governance and very sensitive issues only by this coterie is annoying not only the colleagues from his own party but also the ministerial colleagues from the Congress party, major alliance partner in the coalition. "This is an extraordinary situation , rather we are passing through not only a critical but unprecedented conditions…the public sentiment shows no signs of relenting nor are the rejuvenated separatists in mood to give up…………all these things require functioning of the government in a cohesive and collective manner", said a minister from Congress wishing anonymity. But things are happening in just reverse manner with only few persons running the show, he said adding that this approach will lead to further deterioration.
Sources in the administration also reveal that the way the coterie of the Chief Minister continues to fiddle in the matters of governance while Kashmir continues to burn, is bound to create more problems in coming days. The meddling is so intense that even senior bureaucrats deem it proper to keep distance and dare not say what they should be saying and suggesting under present situation in terms of deciding and determining the priorities of the Chief Minister. "The babus in general are watching everthing as spectators from distance but those very close to CM also prefer to stay aloof as there have been occasions when they have felt sidelined ", said a source from within the administration.
While commenting on present situation, the political observers and Kashmir watchers have been pointing out that Omar Abdullah, who comparatively lacks experience needs advise and guidance of saner and experienced colleagues be it from within his own party of the Congress party. Needless to say that his coterie has come under severe criticism from analysts and in media debates for their ' inept' and 'inexperienced' role in tackling the situation in Kashmir. Equally disgruntled on this count are the party workers and cadres who feel completely out of place in present scenario. "These workers who are sould and strengthe of the party could have proved of great help in enabling the ruling party overcome crises at ground level….but they too feel alienated and therefore have distanced from the show", said the sources.
It may be mentioned that Omar Abdullah during one of his recent interviews in the media had very candidly observed that he needs a lot of correction for the criticism he has been drawing in terms of handling the crises effectively. He had even confessed that he is getting no support from the party for reasons apparent and therefore he needed to 'bridge the gaps'. One wonders where has that self introspection vanished.
