Politial,economic initiative on cards for defusing Kashmir crisis | | | EARLY TIMES REPORT Jammu, Aug 20 :-A major political and economic initiative are on the cards for defusing severe turmoil that has rocked and rattled Kashmir valley during the last 70 days. Official sources said that the Congress led UPA Government has taken a serious note of the situation in Kashmir where till date 59 civilians were killed in firing opened by the securrity forces on angry demonstrators, protesting against civilian killings. Apart from its worry over the civilian casualities and injuries the central Government is disturbed over the continued shutdown and curfew rest rictions which had paralysed normal life in the valley. Sources said that the Government of India has received reports that the separatists were in no mood to relent and suspend the agitation they had been sponsoring because of the day to events, including the full response of people to their calls for shutdown and marches having given the(separatists) new lease of life. According to the official sources,the efforts for motivating the separatists to come forward for joining the process of dialogue would be not only revived but renewed with great emphasis. Indications are that another group of mediators would be sent to Kashmir for getting a feedback on the conditions being laid down by the separatists for joining the process of dialogue. As far as the demand for the repeal of the AFSPA is concerned the centre may bring some areas,where militancy related activities had touched zero level, out of the purview of AFSPA or it could be amended to make it more umane as was being demanded by Chief Minister, Omar Abdullah. The separatists demand for release of political detainees was also being considered favourably. But their demand for withdrawal of troops from the entire valley will have to wait for sometime as pulling out troops was directly linked with the nature of the security situation. As far as the economic initiative was concerned the centre would provide full financial support to the state Government's plan of providing jobs to 50,000 youths in the current year. Besides this the committee headed by Rangarajan has been asked to expedite its reports on identifying and creating fresh job avenues for educated unemployed youth in Jammu and kashmir. Reports said that the centre may also provide added incentives to those young enterpr eneurs who wanted to set up small industrial units in the state. Indications are that on the basis if the suggestion the centre Government may motivate some big industrial houses and public sector corporations to set up heir units in Jammu and Kashmir so that more jobs were generated. |
