Pakistan digs UN resolution out of its grave | | | That Pakistan is not interested in supporting Delhi's efforts for restoring peace and normalcy to Kashmir is evident from the latest reaction from Islamabad to the Prime Minister, Manmohan Singh's offer to people and the separatists in the valley for dialogue and reconciliation. The reaction from Islamabad is far from being healthy. Though what the Pakistan Foreign Office has said about Manmohan Singh's offer is not new and is in consonance with the traditional stand of Pakistan,it does provide a dose of incentive to the Kashmiri separatists and their supporters for giving teeth to the ongoing "struggle." On one hand Pakistan has been harping on the need for the resumpion of Delhi-Islamabad talks but on the other hand the establishment in Islamabad is leaving nothing to chance for sabotaging the process of dialogue and peace. Its latest sermon is not only amazing but seems to be intriguing. It has said that the idea of Manmohan Singh to devolve more political powers to Jammu and Kashmir through the restoration of autonomy would not settle the Kashmir issue. This very sermon is an instruction to the separatists and their supporters to reject the autonomy theory. And like an obedient follower the separatists have rejected the Indian Prime Minister's offer for dialogue, reconciliation and devolution of political powers. Till this stage one does not feel infuriated. But one does get a shock of life when one learns that Pakistan hassuggested to India to experiment with the right of self-determination which was the only viable way for settling the Kashmir issue. This means that even after pleading for sustained dialogue for resolving the Kashmir issue and other bilateral problems Islamabad has started reviving an issue(self-determination)which stands dead during the last about 50 years when Pakistan failed to implement and honour other provisions of the UN resolution on Kashmir. Under the resolution Pakistan had to withdraw its troops from the entire occupied Kashmir and allow the plebscite to be held in the entire undivided state. Neither Pakistan withdrew its troops from occupied Kashmir nor it left a scope for holding the plebiscite in the entire occupied Kashmir after some parts were gifted to China.If the latest reaction of Pakistan made available by the Pakistan Foreign office is any guide it means that Islamabad wants the plebiscite to be held in what it calls Indian administered Jammu and Kashmir. In fact Islamabad knows it fully well that neither Delhi would implement a resolution that had become obsolete because of Pakistan's failure to honour and implement some provisions of it it has reraised the self-determination slogan simply to lend support to the Kashmiri separatists who have begun chanting this slogan, with vigour, during the last over two months. Pakistan wants sustained dialogue with India for settling Kashmir and other issues. Was there any need for initiating a dialogue on Kashmir when Islamabad has started favouring, rather demanding, implementation of the UN resoluton under which the people had to be given the right to choose their future ?Certainly not because Islamabad has seemingly dished out its solution to the issue though it was something else that its solution could not be acceptable to Delhi under any circumstances.The Pakistan Foreign Office has said that Islamabad wants the kashmir issue to be settled as per the wishes of the people of Kashmir. If it wishes it to happen there is then no need for Delhi to discuss the issue with Islamabad. Let Pakistan take its hands off Kashmir and allow a purposeful and meaningful dialogue between therepresentatives of the people of the state and Delhi. Once it is allowed to happen the two sides can sort out the problem. |
